Our latest response is from another Representative of Texas, Congressman Beto O'Rourke. He points out two criteria, which will clearly have a no answer in regard to the legislation we have see put forth in the Senate. If you are a resident of his district, please make him know the right answer.?

Thank you for writing to me with your concerns on potential gun control legislation. I appreciate hearing from you on this crucial issue.

Like millions of Americans, I was horrified by the recent tragedies in Newtown, Connecticut and Aurora, Colorado. As a father, I cannot imagine losing a child to random violence. As a Member of Congress, I believe that keeping our children and fellow citizens safe is a primary function of government.?

I represent thousands of responsible gun-owners and sportsmen. I support the Second Amendment and believe in the right of law-abiding Americans to own guns. I also believe in common sense.?

Congress and the American people should be having a candid conversation about how we can prevent future tragedies and what policies we can adopt or improve to make our schools and communities free from gun violence. As this conversation takes place, everything should be on the table, including better enforcement of existing laws, improved access to mental health treatment, and an examination of whether restrictions on high-capacity magazines or assault weapons would prevent future mass shootings.

If specific legislation comes before Congress, I will base my support on two simple criteria: will it make my constituents safer and will it protect the rights of law-abiding gun owners.

Samsung given nominal $1000 fine over gas leak, according to Yonhap News

Korea's Yonhap News Agency is reporting that Samsung will be fined a nominal 1 million won (roughly $1,000) for not reporting its recent gas leak quickly enough. The incident led to the death of a maintenance contractor who was brought in to fix a pipe leaking hydrofluoric gas at one of Samsung's semiconductor plants. Police are said to be imposing the fine on both Samsung and its subcontractor for violating a law stipulating that such chemical leaks must be "promptly" reported to the authorities. It appears no official alert was given until the contractor died in hospital. Police say they're continuing to investigate how the fatal accident happened, and that it's clear "someone died due to poor administration," so this isn't the end of the matter -- a fuller report is expected within two weeks.

Rough Guides World Lens (for iPhone)


Because travel apps are a dime a dozen, half the battle of keeping your business trip or vacation well organized is knowing which apps not to install. And such is my recommendation for the iPhone app Rough Guides World Lens (free). Skip this armchair travel and exploration app and instead use Rough Guides' full website. The app ends up sending you there anyhow.

The people at Rough Guides have long been renowned for their expertise in international travel, and this free app aims to take the best of their travel photos from around the world and indulge your wanderlust with eye candy and facts about far-flung places. It delivers on the first part, more or less (although the app isn't formatted for iPhone 5, so screen real estate isn't used to the fullest extent), but fails on the second because the moment you become interested in a highlighted place, the app pushes you to the Safari mobile browser to have a gander at Rough Guides' website. More of that content should simply be streamed into the app itself.

The home screen drops you onto a page with tiles of enticing images that continuous refresh. Scroll through them, and you'll find thumbnails of Machu Picchu, Tivoli fairground in Copenhagen, Joshua Tree National Park in California, the Moeraki Boulders of Otago in New Zealand, and much more. Click any image and a new page will load that provides a single paragraph description of the place shown. A "read more" button should deliver additional facts in the app, but instead pushes you out to the Rough Guides website in the mobile Safari browser. It's a shame that the app doesn't just pull this content in, as this would greatly increase the app's value. No one wants an app that just sends them to a website.

Rough Guides World Lens doesn't do a whole lot more than that, another downer when you consider all the great resources Rough Guides provides elsewhere. You can mark images you like as "favorites" for an in-app collection, save the image as your iPhone's wallpaper, and share it via Facebook, Twitter, and email. You can try to look up sites using a search bar, although it's a gamble whether they're included, as the contents of the apps are only highlights from around and world and not a comprehensive global list. A map view lets you see just where those highlighted locations are geographically speaking. An icon of books brings up a screen of suggested Rough Guides books to purchase. Oh, and forgive me for nearly forgetting to mention that you can sign up for the Rough Guides email newsletter from here, too.

The problems with Rough Guides World Lens for iPhone are that it doesn't contain that much content; it ?pushes you to open the full Rough Guides website in Safari too often; and it displays too much advertising for Rough Guides' other products and services. There are outside ads, too, although to Rough Guides' credit, they're minimal and unobtrusive. I'd be much happier with an app that just gave them the Rough Guides experience right then and there, even if the app cost 99 cents or so.

So if you're not going to install the free Rough Guides World Lens app for iPhone, what other travel exploration apps should you install instead? City Guides, Offline Maps (3.5 stars), also known as Stay.com's mobile app, is a decent place to start for recommendations of what to see and do in various cities. TripAdvisor's main app (free) contains useful suggestions alongside user reviews, and TripAdvisor City Guides (free) adds offline map and photo packs that you can download for specific cities that you're planning to visit. All these options offer more content directly within the app than Rough Guides World Lens.

Local organization at 10-year milestone of mailing care packages to troops in war zones

It started out with a few yellow ribbons along a main street in town, and then about a dozen care packages to soldiers which she assembled on her dining room table.

Ten years ago, Sindy Biederman and American Canyon Troop Support (ACTS) never imagined she'd still be sending out care packages every month to troops stationed overseas.

In the last decade, Biederman, a full-time Napa County probation officer, has sent out an estimated 5,000 packages, including to some who have served up to six tours of duty in either Afghanistan or Iraq.

She called the 10-year anniversary something of a "tragedy" since it means the wars continue and soldiers are in harm's way, but added she'll continue to send out packages as long as they are needed.

Supporters and those who help Biederman say her work is the ultimate labor of love. "It's amazing," volunteer Barbara Thompson said. "It's hard to imagine that it has been 10 years."

"She's an angel in disguise for what she's doing," said Rosario Mercado of Vallejo, whose son-in-law Jeffrey Aure served in Afghanistan and received care packages.

Besides continuous reminders of wars, the monthly care packages have become a way of life for Biederman and her husband Mike. The actual task of putting the packages together takes several days a month. Then there are countless hours of planning and organizing. The trip alone to the post office to mail all the packages takes up to two hours.

ACTS begun when Biederman's son, Jeremy Profitt, was stationed in Iraq in 2002 and 2003. She had joined a Napa group of mothers sending out packages, but got angry that they stopped when their sons returned home.

"I said 'Wait a minute there's still others over there,' " she said. In her first mailing, she sent out a dozen boxes to her son so he could give out items to others.

She also put up the yellow ribbons on American Canyon Road and arranged to have a "Support Our Troops" sign put up in American Canyon. She works on Veterans Day events and other programs in town.

Grateful her son came back safely in 2008, Biederman said she never forgets others who are still in war zones, plus their waiting families. She also advocates for veterans when they return suffering from Post Traumatic Stress Disorder and other physical and mental problems.

"We do the care packages because someone else's kid is over there," Biederman said. "We want this little, tiny package to be a reminder of home and that someone is thinking about them. I think that's why it means so much to them."

Monthly packages often center around a holiday, and contain socks, toiletries, candy, snacks, powdered drinks and something fun, such as a squirt gun, water balloons, popcorn, or movies. Letters and greeting cards come from churches, school children and others. At Christmas, ACTS sends out two packages to each recipient, including one which contains a small Christmas tree.

Volunteers have assembled the packages at various locations over the years, and now work out of a local Realtor's office. ACTS relies exclusively on cash and product donations, she said.

Mercado's son-in-law was so touched by the ACTS packages he arranged to have an American flag flown in Biederman's honor over an Afghanistan military base in November.

Aure's actions moved Biederman, but also reminded her of the tragedies many soldiers face. He was part a squadron which had trained Afghanistan personnel only to have one shoot to death nine of them in Kabul in 2011.

Aure is not the only one who's grateful. Kevin Doncaster came to appreciate ACTS after supply lines got cut off in Iraq and he was surviving on Doritos. Then, monthly care package came full of items for a festive Mexican meal. After returning home for awhile, Doncaster was deployed again to Afghanistan and is back on the ACTS mailing list.

Though political sentiment over U.S. involvement in Iraq and Afghanistan is often divided and some politicians try to use ACTS for their own gains, Biederman said the organization remains unpolitical at its core.

Its mission, she said, is simple -- to remind American soldiers they are thought of and supported. Care packages are sent to soldiers living all over the country, not just from American Canyon, she said.

"We're just doing it for the soldiers. There's no other reason," Thompson said.

J&J shops U.S. feminine pads unit, wants to keep K-Y: sources

(Reuters) - Johnson and Johnson is looking to sell most of its U.S. feminine hygiene business, as it seeks to exit low-growth areas, but wants to keep its K-Y brand, said three people familiar with the process.

The diversified healthcare giant, whose products range from prescription drugs and medical devices to baby shampoo and mouthwash, wants to unload its Stayfree and Carefree pads and o.b. tampons, said the people, who declined to be identified as the matter is not public.

A spokeswoman for J&J, based in New Brunswick, New Jersey, declined to comment.

Other big players in the U.S. feminine hygiene pads business are Procter & Gamble's Always brand and Kimberly-Clark's brand. But J&J's brands might be a better fit for private equity players, the sources said.

Swander Pace Capital, which operates a portfolio of niche consumer brands called Insight Pharmaceuticals, is a likely acquirer, the sources said, since the firm bought J&J's e.p.t pregnancy test business in 2011.

Another possible suitor might be Brynwood Partners, owner of Zest soaps and Soft & Dri deodorants, the sources said.

Swander Pace and Brynwood could not be reached for a comment.

J&J's women's health unit had global sales of $1.6 billion in 2012. The business is far more popular outside the United States, and generates 80 percent of its revenue abroad.

J&J has been looking to sell or spin off nonperforming assets, including its $2 billion clinical test business.

More broadly, drugmakers are shedding businesses and cutting costs due to overseas price controls and pressure on payments from insurers and the government. Pfizer Inc is spinning off its animal health products business, Zoetis, in an IPO this week.

Israel could do ?significant damage? to Iran?s nuclear program in a military strike, Prime Minister Benjamin Netanyahu said this week, seemingly admitting that Jerusalem would need help from the US or another country if it wanted to fully demolish Tehran?s nuclear drive.

Speaking before the board of the American Jewish Committee, Netanyahu said the United States was ?perfectly? capable of knocking out Iran?s enrichment program, widely believed to be for military purposes, Maariv reported.

Netanyahu?s statement seems to falls in line with past assessments by US officials and other experts that a unilateral Israeli strike would fall short of its goals. Official Jerusalem has maintained that it could proceed on its own should the world not act before the Iranian program crosses the ?red line? beyond which it can build a nuclear bomb.

Flagship research initiative backed by 1 billion euros in funding

Jerusalem, Jan. 28, 2013 The European Commission has chosen the Human Brain Project, in which the Hebrew University of Jerusalem is participating, as one of two Future and Emerging Technologies Flagship topics. The enterprise will receive funding of 1.19 billion euros over the next decade.

The project will bring together top scientists from around the world who will work on one of the great challenges of modern science: understanding the human brain. Participating from Israel will a team of eight scientists, led by Prof. Idan Segev of the Edmond and Lily Safra Center for Brain Sciences (ELSC) at the Hebrew University, Prof. Yadin Dudai of the Weizmann Institute of Science, and Dr. Mira Marcus-Kalish of Tel Aviv University.

One major purpose of the Human Brain Project is to collate information about the brain from various advanced research approaches and make it possible to build models of brain activity through the use of powerful supercomputers. This will enable the attainment of a deeper understanding of the brain and its illnesses, and at the same time make possible development of powerful computer technologies and brain-driven robotics.

More than 80 universities and research institutions in Europe and the world will be involved in the ten-year Human Brain Project, which will commence later this year and operate until the year 2023. The project will be centered at the Ecole Polytechnique Federale de Lausanne (EPFL) in Switzerland, headed by Prof. Henry Markram, a former Israeli who was recruited ten years ago to the EPFL.

The participation of the Israeli scientists testifies to the leading role that Israeli brain research occupies in the world, said Israeli President Shimon Peres. "Israel has put brain research at the heart of its efforts for the coming decade, and our country is already spearheading the global effort towards the betterment of our understanding of mankind. I am confident that the forthcoming discoveries will benefit a wide range of domains, from health to industry, as well as our society as a whole," Peres said.

"The human brain is the most complex and amazing structure in the universe, yet we are very far from understanding it. In a way, we are strangers to ourselves. Unraveling the mysteries of the brain will help us understand our functioning, our choices, and ultimately ourselves. I congratulate the European Commission for its vision in selecting the Human Brain Project as a Flagship Mission for the forthcoming decade," said Peres.

MARIBOR, Slovenia (AP) ? Lindsey Vonn showed she can beat Tina Maze in the Slovenian's best discipline and on her home snow.

While it may be too late to challenge her biggest rival for the overall World Cup title, Vonn is looking like Maze's biggest challenger at next month's world championships.

The American proved that she has fully recovered from a recent illness by winning a World Cup giant slalom, her second win in two weeks.

Vonn was third behind Maze after the first run but overcame several errors in the second to put down the fastest time and create a margin that Maze couldn't overcome. Vonn won in 2 minutes, 22.2 seconds for her first GS victory since last March.

"In the second run I decided, OK, it's all or nothing, I had to go for it," Vonn said. "It's been a rough year for me in GS, so it's just perfect."

Maze still clinched her third giant slalom discipline title by placing second. Maze had a near-perfect first run, but a poor start to the second cost her valuable time and she finished 0.08 seconds behind Vonn.

With her 59th World Cup win overall, Vonn's just three away from equaling Annemarie Moser Proell's record on the women's side. She earned her first GS victory since last March and back-to-back wins after taking the downhill last week at Cortina D'Ampezzo.

Vonn took nearly a month off over the holidays to recover from an intestinal illness that landed her in the hospital in November. While her break allowed Maze to build an even bigger lead in the overall standings, Vonn said it's clear she made the right decision.

"A couple of weeks ago, everyone was thinking I was crazy taking this time off," Vonn said. "But I felt my body wasn't ready. Now I am ready."

Austria's Anna Fenninger was third, 0.57 seconds behind Vonn.

Maze's closest rival in the GS, Kathrin Zettel, only managed sixth. Maze is 238 points ahead of Zettel with just two GS races remaining this season.

Maze also extended her lead in the overall standing to 748 points against her closest challenger, Germany's Maria Hoefl-Riesch, who finished fourth. Vonn stands another 66 points back in third, having missed several races while sidelined.

The 29-year-old Maze performed in front of a passionate home crowd and was 0.48 seconds ahead of Vonn after dominating the first run.

However, she ran wide at the start of the second, leaving her 0.13 seconds behind her rival at the first checkpoint. Despite the cheers of the fans urging her on, Maze couldn't make up the time and finished with tears in her eyes.

"I had a mistake in the flat part," Maze said. "In my final run, I just had too many mistakes but I am very satisfied with second."

Maze has won four of the seven giant slaloms this season, making the podium in the other three.

"I have been working so hard this year for this GS crystal globe," she said. "Now I've won it, I feel freed and can look forward."

While the overall World Cup title may be Maze's to win or lose, Vonn will be a favorite to dominate next month's world championships in Schladming, Austria.

UN To Investigate Drone Strikes - Business Insider

The U.N. has launched an investigation into U.S., British, and Israeli airstrikes that allegedly resulted in the deaths of hundreds of civilians in Pakistan alone.

Brenda Goh of Reuters reports that the announcement came in London early Thursday and that the inquiry will focus on strikes in Afghanistan, Pakistan, Yemen, Somalia and Pakistani territories. Mainly, the inquiry seems aimed at forcing Washington's hand to make strikes more transparent and provide a concrete operating procedure.

"It is ... imperative that appropriate legal and operational structures are urgently put in place to regulate its use in a manner that complies with the requirements of international law," said?Ben Emmerson, the U.N. special rapporteur on counter-terrorism and human rights.

It's imperative, Emmerson says, because drone technology?will not always be in the hands of a select few nations. In fact, 75 countries are in possession of or are developing drone technology.

Germany has recently decided, despite years of remaining militarily mute, it would use armed drones because it needs a?"'credible deterrence,' pointing to the Predator drones used by the United States as a possible model," according to Der Spiegel.

With the list of drone-capable countries growing, both in terms of domestic and also foreign military operations, an international blue-print for the legal basis would standardize strike procedures. The only way to make one, though, is if all the countries conducting strikes fess up to their tactics, techniques and procedures ? something military and intelligence folks of all nationalities are likely to protest.

Some organizations, like the American Civil Liberties Union, aren't taking no for an answer.

"To date, there has been an abysmal lack of transparency and no accountability for the U.S. government's ever-expanding targeted killing program," said Hina Shamsi, director of the ACLU.

(AP) ? Residents of a Malian town are describing civilian casualties from airstrikes used by France to drive out Islamic militants.

The Malian military allowed international journalists into Konna on Saturday for the first time since the French-led operation targeted the town two weeks ago.

Souleymane Maiga told The Associated Press how three women and one child died on Jan. 11 when their courtyard was strafed with bullets. One of the women's children survived.

Konna's mayor has confirmed that at least 11 civilians died during the military operation.

French forces launched their offensive a day after the Islamists surged southward and occupied Konna. The rebels were later driven out, and the town is now under the control of the Malian military.

Morgan Stanley CEO Gorman made $6 million for 2012: source

(Reuters) - Morgan Stanley Chief Executive Officer James Gorman made $6 million in total compensation for 2012, including $800,000 in salary, $2.6 million in deferred cash and $2.6 million in stock options, a person familiar with the matter said on Thursday.

Morgan Stanley's board plans to also award Gorman an undetermined amount of long-term incentive pay for 2012, but his total compensation will still be lower than the $8.56 million he received for 2011, the source said.

The bank on Thursday disclosed stock option awards for top executives in filings with the U.S. Securities and Exchange Commission. The rest of the executives' pay will be disclosed later in the company's annual proxy filing.

ICE 2013 think bigIn two weeks time anyone that is anyone in the gaming industry will have arrived in London ready to network until they drop as?ICE Totally Gaming?takes in the city?s ExCeL Conference Centre. From February 5-7 the industry will decamp to the former Olympic Arena for what will be 2013?s largest gathering of gambling industry bods on this side of the world.

The exhibition, as we know, is completely free to enter and in this article we?re looking at free seminars the exhibition organizers have laid on. Split into three distinct tracks the seminars will see some of the most influential speakers in the industry discussing everything from IT support and Digital Marketing to Responsible Gambling and Sport.

The first track is entitled the ICE Gaming Leaders Programme and offers attendees the chance to hear from a cross-section of speakers covering the entire industry. One of the highlights of this section will be ?The ICE Debate? (Feb. 5, 15:30). Brian Mattingley, CEO of 888, and Charles Cohen, CEO of Probability, will propose a motion that ?Self regulation nevers works ? social gaming must be regulated in the interests of consumer protection?. Elsewhere, the Future of Gaming Programme is split over three days with each looking at a certain factor that will affect the future of the industry. Day two is all about Marketing & Data Marketing whereas the third will hone in on Social Media with three sessions looking at the sector on the whole.

Award-Winning Author Offers History Lesson During Martin Luther King Jr. Convocation Address

josephSpringfield, Ohio ? It has been 50 years since Martin Luther King Jr. authored his famed letter from a Birmingham jail, and it has been 150 years since the signing of the Emancipation Proclamation. It was appropriate then that the 2013 Wittenberg Series-sponsored Martin Luther King Jr. Commemorative Convocation turned into a history lesson for the large crowd assembled in historic Weaver Chapel.

The keynote speaker for the annual event was award-winning author and Tufts University Professor of History Peniel Joseph. He educated the audience on what he called the ?heroic period of the civil rights movement? in a speech titled ?The Great Wells of Democracy: Martin Luther King Jr., Barack Obama, and the Civil Rights Movement?s Heroic Years.?

Joseph paid respect to King, one of the foremost civil rights leaders in American history, by noting that the struggle for equality continues in 2013, even on the very same day that the nation?s first African-American president is sworn in for a second term. President Barack Obama is a ?profoundly important figure,? Joseph noted, but many of the societal ills that King fought against in the 1960s remain prevalent a half-century later.

?The materialism, the militarism, and the racism that Dr. King spoke out against so eloquently, so articulately and with so much passion have not subsided since his death,? Joseph said, citing several things as evidence, including the fact that more African-Americans are in jail today than ever before.

Joseph is the author of the award-winning Waiting ?Til the Midnight Hour: A Narrative History of Black Power in America and Dark Days, Bright Nights: From Black Power to Barack Obama as well as editor of The Black Power Movement: Rethinking the Civil Rights-Black Power Era and Neighborhood Rebels: Black Power at the Local Level. Joseph also is the founder of a growing sub-field in American History and Africana Studies that he has characterized as ?Black Power Studies,? which is actively re-writing post-war American and African American History as well as related interdisciplinary fields of Africana Studies, law and society, sociology, political science, Women?s and Ethnic Studies, philosophy, anthropology, literary studies and American Studies, among others.

The recipient of fellowships from Harvard University?s Charles Warren Center, the Woodrow Wilson International Center for Scholars and the Ford Foundation, Joseph?s essays have appeared in The Journal of American History, The Chronicle Review, The New York Times, The Washington Post, Book Forum and The American Historical Review.

Joseph was introduced by Moses Mbeseha, class of 2013 from State College, Pa., after a performance by IMANI, Wittenberg?s Gospel Choir, directed by Kent Brooks.

Established prior to the 1989-90 school year, the Martin Luther King Jr. Commemorative Convocation features an academic procession with faculty in full regalia and as all Wittenberg Series events, is free and open to the public.

Biggest dinos had brains size of tennis balls

An advanced member of the largest group of dinosaurs ever to walk the Earth still had a relatively puny brain, researchers say.

The scientists analyzed the skull of 70-million-year-old fossils of the giant dinosaur Ampelosaurus, discovered in 2007 in Cuenca, Spain, in the course of the construction of a high-speed rail track connecting Madrid with Valencia. The reptile was a sauropod, long-necked, long-tailed herbivores that were the largest creatures ever to stride the Earth. More specifically, Ampelosaurus was a kind of sauropod known as a titanosaur, many if not all of which had armorlike scales covering their bodies.

Sauropod skulls are typically fragile, and few have survived intact enough for scientists to learn much about their brains. By scanning the interior of the skull via CT imaging, the researchers developed a 3-D reconstruction of Ampelosaurus' brain, which was not much bigger than a tennis ball.

"This saurian may have reached 15 meters (49 feet) in length; nonetheless its brain was not in excess of 8 centimeters (3 inches)," study researcher Fabien Knoll, a paleontologist at Spain's National Museum of Natural Sciences, said in a statement. [ Gallery: Stunning Illustrations of Dinosaurs ]

The first sauropods appeared about 160 million years earlier than this fossil.

"We don't see much expansion of brain size in this group of animals as they go through time, unlike a lot of mammalian and bird groups, where you see increases in brain size over time," researcher Lawrence Witmer, an anatomist and paleontologist at Ohio University, told LiveScience. "They apparently hit on something and stuck with it ? expansion of brain size over time wasn't a major focus of theirs."

For years, scientists have wondered how the largest land animals ever lived with such tiny brains. "Maybe we should flip that question on their end ? maybe we shouldn't ask how they could function with tiny brains, but what are many modern animals doing with such ridiculously large brains. Cows may be triple-Einsteins compared to most dinosaurs, but why?" Witmer said.

Their computer model also revealed the ampelosaur had a small inner ear.

"Part of the inner ear is associated with hearing, so the fact it had a small inner ear means it probably wasn't all that good at hearing airborne sounds," Witmer said. "It probably used a kind of hearing we don't think much about, which depends on sounds transmitted through the ground."

The inner ear is also responsible for balance and equilibrium, Witmer said.

"Given what we know about its inner ear, Ampelosaurus probably didn't put a real premium on rapid, quick jerky eye or head movements, which makes sense ? these are relatively large, slow-moving, plant-eating animals," he said.

Knoll and his colleagues had previously developed 3-D reconstructions of another sauropod, Spinophorosaurus nigeriensis. In contrast to Ampelosaurus, Spinophorosaurus had a fairly developed inner ear.

"It is quite enigmatic that sauropods show such a diverse inner ear morphology whereas they have a very homogenous body shape," Knoll said. "More investigation is definitely required."

Currently scientists are debating whether sauropods held their heads near the ground, grazing on low vegetation, or high up like giraffes to browse on high leaves. "It could be that learning more about the inner ear could tell us what sauropod neck posture was like," Witmer said.

The scientists detailed their findings online Jan. 23 in the journal PLOS ONE.
