Global economic outlook grim, China tells U.S. trade (Reuters)

CHENGDU, China (Reuters) ? Chinese Vice-Premier Wang Qishan warned on Monday the global economy is in a grim state and the visiting U.S. commerce secretary said China would spend $1.7 trillion on strategic sectors as Beijing seeks to bolster waning growth.

Wang said an "unbalanced recovery" may be the best option to deal with what he had described on Saturday as a certain chronic global recession, suggesting Beijing would bolster its own economy before it worries about global imbalances at the heart of trade tensions with Washington.

"An unbalanced recovery would be better than a balanced recession," he said at the annual U.S.-China Joint Commission on Commerce and Trade, or JCCT, in the southwest Chinese city of Chengdu.

The comments, echoed by Vice Finance Minister Zhu Guangyao, stopped short of suggesting China would try to boost exports as it had done during the 2008-2009 global financial crisis when it pegged the yuan to the dollar.

Instead, U.S. Commerce Secretary John Bryson told reporters that China had confirmed to U.S. officials that it planned to spend $1.7 trillion on strategic sectors in the next five years.

Beijing has previously said these sectors include alternative energy, biotechnology and advanced equipment manufacturing, underlining its aim to shift the growth engine of the world's No.2 economy to cleaner and high-tech sectors.

The investment amount of 10 trillion yuan ($1.7 trillion) is more than two times bigger than the eye-popping 4 trillion yuan stimulus package launched during the global financial crisis, plans first reported by Reuters a year ago.

"Global economic conditions remain grim, and ensuring economic recovery is the overriding priority," said Wang, the top official steering China's financial and trade policy, at the start of the second day of talks with the Americans.

His comments suggested that Beijing should attend to bolstering China's own growth before it worried about global imbalances. In other words, a strong Chinese economy that brings a continued trade deficit with the United States would be better for the world economy than a slowdown in China itself.

"As major world economies, China and the United States would make a positive contribution to the world through their own steady development," Wang told dozens of trade, investment, energy and agricultural officials from each government seated in a conference hall.

ALARM OVER ECONOMIC RISKS

Policymakers globally have voiced alarm over economic risks, which mainly stem from the euro zone debt crisis.

Monday, Singapore and Thailand said their economies would shrink in the fourth quarter and Japan posted a bigger than expected fall in October exports. Some central banks, including those in Brazil and Indonesia, have cut interest rates.

On Saturday, Wang gave the most dire assessment on the world economy from a senior Chinese policymaker to date.

"The one thing that we can be certain of, among all the uncertainties, is that the global economic recession caused by the international financial crisis will be chronic," he was quoted as saying by the official Xinhua news agency.

The remarks weighed on Chinese and Hong Kong stocks, while world markets were also weak as investors fretted over the euro zone debt crisis.

China's growth slowed to 9.1 percent in the third quarter from 9.5 percent in the second-quarter and 9.7 percent in the first quarter, but the rate remains in Beijing's comfort zone.

After tightening monetary policy to fight the threat of inflation, the central bank has since loosened its grip on bank credit in a bid to support cash-starved small firms and pledged to fine-tune policy if needed as economic growth slowed down.

"It's clear now that Beijing is ready for policy fine-tuning (to support growth) at a time when the overall domestic and foreign economic situation is not optimistic," said Hua Zhongwei, an economist with Huachuang Securities in Beijing.

ON TRADE, FRICTION AND PROGRESS

U.S. officials said the discussions yielded progress on the question of forced technology transfers to Chinese companies, long a sore point for U.S. businesses, and on other trade irritants involving software, beef and cars.

In particular, China committed not to require foreign automakers to hand their new energy vehicle technology over to Chinese partners, or to establish Chinese brands as a condition for market access, said U.S. Trade Representative Ron Kirk.

"China also confirmed that foreign-invested companies will be eligible on an equal basis for any subsidies or incentive programs for electric vehicles," Kirk said, highlighting an issue that was a top concern for many U.S. lawmakers.

Robert Holleyman, president of the Business Software Alliance, said in Washington he was he was encouraged by a renewed Chinese commitment to ensure government agencies and state-owned companies are using only legal software.

"We are pleased that the State Council, China's chief governing body, has been put directly in charge. We need to see tangible results in the short term and long term, because the scale of piracy in China is enormous," Holleyman said.

Although the JCCT talks do not address exchange rate policies, U.S. officials at the talks warned Wang and his colleagues that they could not ignore rising American impatience with China's trade policies and investment barriers.

U.S. gripes about China's trade-boosting policies spilled into President Barack Obama's meeting with Chinese Premier Wen Jiabao on Saturday in Bali, when Obama raised China's exchange rate policies, which many in Washington say keep the yuan cheap against the dollar in order to help Chinese exports.

However, Zhong Wei, an influential economist at Beijing Normal University, said the benefits to the United States of yuan appreciation "are nearly zero."

"Cheap Chinese goods have been a subsidy for the poor in the U.S., and now the U.S. government wants to eliminate such subsidy while it's having difficulty creating jobs," he said.

At the heart of the trade friction between the two countries is a U.S. trade deficit with China that swelled in 2010 to a record $273.1 billion from about $226.9 billion in 2009.

Bryson told the talks the United States welcomed more expanded trade and investment, on balanced terms.

"But a reality also is that many in the U.S., including the business community and the Congress, are moving toward a more negative view of our trading relationship, and they question whether the JCCT is able to make meaningful progress," said Bryson.

This Friday (Nov. 25), a rather large partial eclipse of the sun will be on view ? but only for a relatively small audience.

This will be the fourth time that a new moon will orbit between the sun and Earth to cause a solar eclipse in 2011, just one eclipse shy of the maximum for the number of solar eclipses in a given year.?

The first eclipse on Jan. 4 coincided with sunrise across Europe.

And perhaps just a few penguins experienced a very slight eclipse a month later off Lutzlow-Holm Bay on the coast of Antarctica.

On Friday, the moon's penumbral, or outer, shadow will brush the southern belly of the Earth, initially touching down in the South Atlantic Ocean, about 600 miles (1,000 kilometers) a southwest of Cape Town, but only managing to encompass the southern and western portion of South Africa, completely missing Lesotho and barely grazing the border of Namibia. The sun will be seen rising with a dent in its upper right rim.

The axis of the Earth's shadow, containing the cone of darkness known as the umbra, from where we could see a total solar eclipse, misses Earth entirely, passing at its nearest, only about 0.05 of the Earth's radius, or about 210 miles (340 km) out in space.

So the depth of this partial eclipse is greater than the three others that preceded it. At greatest eclipse, 90.5 percent of the sun's diameter will be covered as seen from the place nearest to the shadow axis, at a point in the Bellingshausen Sea along the west side of the Antarctic Peninsula.

Here, the sun will be seen to dip to the southern horizon at the "midnight" of its 24-hour southern late spring day, and as it slowly ascends still very low to the south-southeast horizon it turns into a delicate boat-shaped crescent in eclipse; the horizon along which the dazzling boat goes rocking is that of "The Ice" (a nickname for Antarctica, being "on the ice").

As the penumbra slides under the bottom of the Earth, the partial eclipse is visible in varying extent across the icy land continent and just as it begins to slide back out into space it (just barely) manages to pass over Tasmania as well as portions of New Zealand's South Island. In fact, the last contact of the shadow with Earth occurs just to the west of the South Island, in the Tasman Sea.

Bluetooth headsets are typically a far cry from headphones when it comes to features and sound quality. Most headsets are monoaural earpieces made for making cell phone calls, but even stereo Bluetooth headsets tend to be little more than earbuds with plastic connecting them. Design
The headset is almost Tron-like, with a smooth white-and-light-gray design broken only by two dark gray rings on the cups. Hinges between the headband and the cups let you fold up the headset, making it just slightly larger than a pair of folded sunglasses. The microphone flips down from the top of the right ear cup, and it stays almost completely hidden when not in use. The right cup holds all of the useful buttons and connections; a micro-USB port on the bottom lets you charge the headset, a Power switch and Mute button on the back let you turn the headset on and off and mute the microphone, and the dark grey ring hides volume control. These are the only controls, and the lack of a Pause/Play button or a way to accept calls is hard to miss. If you want to pick up a call, you need to actually handle your phone. Pairing is simple, though. You can pair up to eight devices with the headset by holding the Mute and Volume Up buttons for a few seconds.

Performance
Voice quality is excellent for making calls, but not quite good enough for any serious recording. Again, it's an issue of the limitation of Bluetooth. The headset uses the same hands-free profile used in other Bluetooth devices used for making calls, so the voice and audio quality isn't as good as the audio streamed through A2DP, like movies and music. It's still more capable of picking up your voice than the average tiny Bluetooth headset, thanks to its larger boom mic. Voice quality is very good, with calls coming through clearly most times. The microphone picks up voices well, though like most Bluetooth headset mics, it falters in wind. Like all Bluetooth headsets, it's not recommended for gaming; to use voice, the headset needs to function through the HFP profile, which means its audio quality won't be nearly as goos as the A2DP profile it uses to play back music and movies. If you want a headset for playing games or voice chatting on your PC or game console, look at our roundup of gaming headsets, which use either wired or non-Bluetooth wireless connections.

For music, the Logitech Wireless Headset sounds clear but weak, due to its limited size and power. With the volume cranked up all the way, music from Testament to Powerglove didn't sound appropriately ear-bleeding, and while the midrange sounded crisp, treble notes felt flat?exactly what you can expect from most Bluetooth earphones. In Powerglove's "Metal Kombat for the Mortal Man," the opening riff felt full and satisfying, but the strings felt weak and distant, and when the familiar, video game-inspired tune kicked in, it lacked the satisfying weight of drums and guitar the song carries. This feeling carried through in The Knife's "Silent Shout," where the headphones reproduced the song's heavy, flat bass notes without distortion, but also without any power.

This is a trait we've seen in all stereo Bluetooth headsets, and while it's compounded by the Logitech Wireless Headset using an on-ear design instead of an in-ear one to focus and isolate the sound, it's not unexpected. Both the Novero Tour ($79, 4 stars) and the LG HBS-700 ($69.99, 3.5 stars) offer similar sound quality at similar prices, but with in-ear earpieces. For a less expensive alternative, the Samsung HM3700 ($49.99, 5 stars) is a convertible stereo Bluetooth headset, but you have to deal with some cables if you want to listen to music in stereo, because of the nature of the device.

The Logitech Wireless Headset suffers from a lack of power and controls, but it's still a comfortable, clear way to listen to music and take calls on your smartphone or tablet. Logitech has framed this headset as an accessory mainly for enjoying your iPad and similar devices, and at that it excels. It's not loud enough or offers enough hands-free control to be a good walking-around headset or gym headset, but if you just want to kick back on your couch and play with your tablet, it's the most comfortable option out there.

U.S. ambassador urges China not to interfere in business (Reuters)

BEIJING (Reuters) ? China should allow domestic and foreign companies to make investment decisions without government interference, the U.S. ambassador to China said on Friday.

Gary Locke also said the United States would work to double exports to China by 2015, and that China should liberalize its financial sector.

Locke criticized the Chinese business environment as being opaque and stacked against foreign companies.

"The single biggest obstacle is a lack of openness in the Chinese economy," Locke said in a speech to a conference in Beijing.

"If this continues, it means there will be fewer opportunities for Chinese businesses" as well as U.S. and other foreign companies, he said.

"We will work with China to create a more level playing field that Chinese companies enjoy in the Unites States."

In directing the economy, China stacks the odds against foreign companies seeking markets in the country, he said.

"China selects national champions and shuts out foreign competition altogether," said Locke, who assumed his post in August.

"These doubts could be eased if China ... allows foreign and Chinese companies to make investment decisions without government interference," he said.

The U.S. envoy also called on China to liberalize the financial services sector, from banking to electronic payments.

A more open financial sector would put more money in the pockets of the Chinese people, Locke said.

"More opening of financial services to foreign competition will create a more dynamic China."

Greater openness, he said, would benefit Chinese as well as foreign companies and hasten economic recovery around the world, he said.

Locke also called for a tougher crackdown on intellectual property theft, which he said was widespread in China.

Legitimate software sales in Vietnam, he said, were greater than legitimate software sales in all of China, whose population is 15 times larger, he said.

Regarding China's trade surplus, Locke said he would lead five trade missions to Chinese cities over the next year to drum up demand for U.S. products to meet the goal of doubling exports to the country.

At the same time, Washington will seek to increase Chinese direct investment in the United States. Foreign direct investment accounts for 5 million jobs in the United States, Locke said, including employees of Chinese firms.

Locke also sought to reassure Beijing, saying the recently announced deployment of U.S. military forces to Australia is not aimed at trying to contain China.

The deployment of about 2,500 U.S. Marines to Australia has been discussed for years and is not a new development, he said.

"There needs to be a realigning of our troops," Locke said, referring to the winding down of U.S. commitments in Afghanistan and Iraq.

"We need to make sure they can move quickly and effectively for any flare-up," he said. "This announcement is certainly not aimed at China."

On Tuesday, India and Pakistan agreed to push for easing of visa rules that severely restrict travel across the heavily armed border. They will look at the feasibility of electricity trading and will open a second road trading post by February.

Under the existing practice, both countries require businessmen to register with police on their arrival and regularly report to them. Visas are issued only for one city.

"This time it is different. It's not just politicians giving statements; there's a whole roadmap chalked out with a time frame," Amin Hashwani, president of the Pakistan-India CEOs' Business Forum told Reuters.

The 'negative list" of items that India will initially be restricted from trading includes the pharmaceutical and engineering industries, S.M. Muneer, president of the India-Pakistan chamber of commerce told Reuters.

Pakistani pharmaceutical and engineering companies are worried they will be swamped by Indian imports.

Mehmood said the list would be drawn up within a couple of months then gradually phased out. He said an expert panel would decide in January on allowing the trade of oil products.

NO MIRACLES

In contrast to the excitement in the business community, India's defense minister sounded a note of caution.

"There are positive signs for a breakthrough but one should not expect a miracle," Defence Minister A.K. Antony told reporters at a meeting on regional security.

"We need to change our mindset if we really wish to reap the benefits of mutual cooperation," he said.

In February, India and Pakistan resumed peace talks that collapsed in 2008 when Pakistan-based militants attacked the Indian city of Mumbai. Indian Prime Minister Manmohan Singh said last week another cross-border attack would put an end to the peace process.

Buy-in from the military on both sides will be crucial to building lasting peace, with Pakistan's security forces seen as both more powerful and more cautious about a detente than the country's often unstable civilian governments.

Business leader Hashwani said the army was on board this time. "Contrary to popular belief, the Pakistan army has been tacitly supportive of a good relationship with India," he said.

He called on the two countries' leaders to make the most of the current goodwill between the nations.

"It is very important, as the Chinese say, to cross the river by feeling the pebbles under both your feet," he said.

The rapprochement is "a game-changer" if it works, a senior US official in Islamabad recently said. "It's going the right way. And they've made more progress than many expected."

Many boomers avoid living wills, say they're young (AP)

WASHINGTON ? Many baby boomers don't have end-of-life legal documents such as a living will ? and some say it's because they feel healthy and young in their middle-age years and don't need to dwell on death.

An Associated Press-LifeGoesStrong.com poll found that 64 percent of boomers ? those born between 1946 and 1964 ? say they don't have a health care proxy or living will. Those documents would guide medical decisions should a patient be unable to communicate with doctors.

"I'm very healthy for my age," said Mary McGee, 53, of Archbald, Pa. "So, death and dying isn't on my mind a lot."

McGee, a computer programmer, exercises five to seven days a week, everything from aerobics to kickboxing, and her parents are alive and healthy.

The same goes for 57-year-old Sandy Morgan in Richmond, Va., a retired teacher who is working part time for an executive search firm.

"I don't think of myself in terms of my age group," said Morgan, who runs three miles a day twice a week, practices yoga twice a week and takes part in a rigorous fitness boot camp twice a week. Her parents, in their early 80s, are healthy, too ? so living wills aren't on her radar.

"I just feel like it's something I'll probably think about in my late 60s or 70s," she said.

A living will spells out a patient's wishes for medical care if he or she is unable to communicate with doctors.

The health care proxy, also known as a health care power of attorney, allows an individual to select a person he or she trusts to make decisions about medical care should the patient become incapacitated.

Kathy Brandt says living wills and health care proxies are a good idea for everyone whether they are healthy and young or older and not so healthy.

Brandt, a senior vice president at the National Hospice and Palliative Care Organization, said the two documents can spare families a painful fight and ensure that patients receive ? or don't receive ? the medical treatment they wish should they end up in a situation where they can't speak for themselves.

The living will is not "all or nothing," said Brandt. A person could say he or she wants everything, something or nothing. For example, one person may want heroic measures taken to prolong life, while another may want to be resuscitated but decide against being dependent on breathing machines long-term.

Brandt pointed to high-profile cases such as the Florida family fight over Terri Schiavo as a smart reason to draft a living will and health care proxy.

At 26, Schiavo collapsed at her St. Petersburg home in 1990 with no end-of-life care instructions in writing. Her heart stopped and she suffered what doctors said was irreversible brain damage that left her in a permanent vegetative state. Her husband said his wife would not have wanted to live in a vegetative state; her parents wanted her kept alive.

What ensued was a years-long legal battle that involved dozens of judges in numerous jurisdictions, including the U.S. Supreme Court, and Congress. Schiavo's feeding tube was ordered removed in 2005. About two weeks later, she died.

Each state has its own forms for proxies and living wills, said Brandt. And while it's a legal document, she said, you don't need an attorney to draft one. The forms need to be witnessed, but that's it. She advises giving copies to plenty of people ? family, friends, colleagues ? so a person's wishes are well-known.

For baby boomer William Walsh in Petersburg, Va., drafting a living will hasn't crossed his mind.

"I just haven't really thought about it to tell you the truth," said Walsh, 61. "You always think something is going to happen to the other guy, not you."

Walsh said no one in his family has ever needed one, but also said he might give the idea more thought.

The AP-LifeGoesStrong.com poll was conducted June 3-12 by Knowledge Networks of Palo Alto, Calif., and involved online interviews with 1,416 adults, including 1,078 baby boomers. The margin of sampling error for results from the boomers is plus or minus 3.3 percentage points.

Knowledge Networks used traditional telephone and mail sampling methods to randomly recruit respondents. People selected who had no Internet access were given it for free.

Home Explosion Critically Injures 2 On Chicago's Southwest Side (VIDEO)

CHICAGO -- An explosion has flattened one home in Chicago, burned others and sent two people to the hospital with serious burns.

Chicago police and fire officials say a woman in her 50s and a man in his 40s were seriously burned in the blast shortly before 7 a.m. Sunday in the city's West Lawn neighborhood. Another man in the home took himself to the hospital with undisclosed injuries, and a firefighter sustained a minor hand injury.

Chicago Fire Department spokesman Will Knight says 250 firefighters and paramedics responded to the blast. Several homes were burned, but everyone in them got out safely.

Knight says the fire department and utility companies Peoples Gas and ComEd are investigating the explosion.

Cox to exit wireless business: sales end Nov. 16th, leaves the air March 30th, 2012

Cox Wireless has always been something of an also-ran, trying to play catch up with the big boys that already had a well-established infrastructure. It snatched up some precious 700MHz spectrum from the FCC in 2008 and launched its somewhat gimmicky "unbelievably fair" service late last year. However, by May 2011 it was clear things were not going as planned. The company announced it would become a Sprint MVNO and finish migrating its customers to that network by the end of the year. Well, it appears even that plan was unsustainable as a tipster has sent us some legit looking documents indicating Cox plans to put its wireless division out of its misery completely. As of November 16th the company will cease selling wireless plans to new customers and support for existing subscribers will end on March 30th of 2012. The memo declares that Cox simply "no longer see[s] the 3G model as a strategic pursuit." Before you go pour one out for the short-lived carrier, head on after the break for one more pic.

Well, that about does it.

The NBA owners say they've made their best offer. The players responded Monday by vowing to file an antitrust lawsuit. The owners are continuing legal action of their own. So, after months of hard feelings, contentious negotiations and downright ridiculous claims (did a union attorney really say owners were treating players like plantation workers?), it's time for the rest of us to move on.

No season?

No problem.

Trust me, we'll all be just fine.

The next time you hear someone talk about revenue splits or hard salary caps, put your hands over your ears and shout, "La! La! La! La! La!" Sure, it's a bit childish, but no more so than billionaire owners bickering with millionaire players after one of the most successful seasons in NBA history.

Clearly, none of those guys give a flip about the fans, the low-paid arena workers in desperate need of a paycheck, or the nondescript team employees who might soon be out of work as well.

While this is probably what the owners had in mind all along ? a major rollback they knew the union wouldn't accept ? and the players blundered by choosing court over a proposed settlement that was probably about as good as they're going to get, let's not digress.

It's impossible to pick sides in this fight. That would be like saying, "Hey, would you rather spend the day with an IRS auditor going over your tax return or at the dentist getting a root canal?" They're both repulsive options. Same with the NBA lockout, which features rich guys determined to get even richer vs. not-quite-as-rich guys who don't want to give up their other, other Benzes.

Instead of games, all we're getting is mind-numbing rhetoric. If you think LeBron James' hour-long "Decision" was tough to stomach, you might get ill counting the times Commissioner David Stern rambles on about "negotiating in good faith" or players union chief Billy Hunter refers to the owners' proposal as "extremely unfair" ? which they both did again Monday.

Blah, blah, blah.

The fans, meanwhile, are left at the curb, supposed partners who get absolutely no say in the matter. It's time to start thinking about them.

Without further adieu, here's some tips for all those NBA diehards fretting over the idea of going through a long, cold winter without Dirk or Kobe to keep them company. Follow these few easy steps, and you should have no problem dealing with your hoops withdrawal:

? Introduce yourself to those folks who live under the same roof. Officially, they're known as your spouse and kids. You'd be amazed at how much you have in common. While going out for a romantic dinner with your betrothed or helping the kids with their math homework may seem a bit passe compared to Blake Griffin dunking over a car, in time you'll come to appreciate these little things they call "real life." Maybe you'll even stop screaming "Yes!!!!!" ? Marv Albert-style ? when asked if you'd like more dessert.

? Work on your jumper. All you need is a ball and goal, and it's actually quite fun. Most gyms come equipped with a regulation court. So does your neighborhood park. Heck, I went online and quickly found a rim and net that attaches to the side of your house for less than 50 bucks so you don't have to go anywhere. Or maybe you should go somewhere. Take a walk. Or a jog. Or a bike ride. These next few NBA-free months would be a good time to knock off a few pounds.

? Improve your bottom line. Forget a 51-49 split. How does a 100-0 split sound? With no need to buy overpriced tickets or NBA's League Pass so you can watch 14 games a night from the couch, you'll automatically be putting hundreds, if not thousands of dollars back in your own pocket ? with nary a greedy owner or player trying to get his share. And in case you didn't notice, they don't have these sort of issues in the college game, where it's understood that everyone works for free. There's not exactly a shortage of THOSE games to watch on any given night, being played by guys who will very shortly realize they should be demanding a piece of the pie.

? Put the money you're saving toward a European vacation. NBA stars shouldn't be the only ones going overseas during the lockout. Granted, you'll have to pay handsomely for the privilege, while they're being compensated in the millions for renting out their skills in countries like Italy, Russia and Turkey. Then again, you'll be able to spend your days in the leisurely pursuit of wine and cheese, while they'll have to keep themselves in some semblance of playing shape. As an added bonus, you might be able to catch one of your favorite players on the TV in your hotel room, even if you have no idea what the commentators are saying. That sure beats watching a replay of the 1970 game between the Phoenix Suns and Atlanta Hawks on NBA TV.

Still not persuaded you can do without the NBA?

Well, let's not forget that with the NFL settling its labor dispute, we've still got seven more weeks to go in the regular season, followed by the playoffs, then the Super Bowl. Once we're done with that glorious American holiday, it's only another week or two until pitchers and catchers are reporting for spring training.

Before you know it, we're getting ready for opening day.

See, we'll all be just fine.

Racheal Yeager: Empowering Women for Sustainability

Last week, a couple notable events occurred in the world of sustainability. One was the annual BSR Conference, which brings together more than 1,000 sustainability professionals from around the world to envision how business can help solve global challenges such as climate change, transparency and governance, and human rights.

The other was the birth of the seven billionth person on our planet: Danica May Camacho was born on October 31 in the Philippines.

Ironically, or perhaps not so, the Philippines is a country where 22.3 percent of sexually active women have unmet needs for family planning -- meaning that they report not wanting any more children or wanting to delay their next pregnancy, but they are unable to do so due to a lack of access to contraception. In this environment, when the time comes, Danica may not have a choice of if and when she has a baby.

In discussions about the seven billionth person, women's empowerment must be top of mind. Women's empowerment is important to both global population growth and social and environmental sustainability because empowered women have fewer and healthier babies, better-educated children, and more financial independence. They are also better preparted to make personal choices regarding their bodies, their educations, their labor, and their property.

At the BSR Conference, women's empowerment in the developing world was discussed as both a critical responsibility and opportunity for business. Both Trina DasGupta of the GSMA and Mary Ellen Iskenderian of Women's World Banking (WWB) emphasized that if women are not intentionally included, they may be excluded: "As we move toward sustainability," Iskenderian said in her plenary address, "We must always keep our eye on the unintended consequences for women."

At the same time, women, and particularly poor women, represent a key growth market.
Iskenderian spoke about a recent WWB micro-insurance pilot in Jordan, where together with Microfund for Women, they sold more than 12,000 health insurance plans to female customers. Of the 1,200 claims filed over the pilot year, 50 percent of the claims were for medical complications due to pregnancy.

DasGupta shared GSMA research showing that women are 21 percent less likely than a man to own a mobile phone in low- to middle-income countries, representing a US$13 billion missed market opportunity. At the same time, for women who have a phone, 93 percent reported feeling safer and 85 percent reported feeling more independent because of their mobile devices.

So empowering women can spur market growth, but also market growth can help empower women.

Getting technology, financial services, or other products and services to new groups of female users will continue to be critical for business growth, particularly in emerging markets where wealthy- and middle-class markets are becoming saturated in some sectors. Targeting women will be both necessary and challenging, especially where societal or legal restrictions prohibit their full economic participation. In these instances, women's empowerment must be integrated into any social investment or business engagement that companies pursue.

Women and girls can be partners in creating a more sustainable future for their families, communities, and nations. Business must and should be a part of the solution to empowering women, and women's empowerment needs to be at the center of the sustainability agenda.

Despite critics who claim waste, Michele Bachmann supports $690 million bridge project in district (Daily Caller)

Minnesota Republican Rep. Michele Bachmann may be a crusader against government waste, but the GOP presidential candidate is standing firm against critics who say the construction of a new $690 million bridge that she supports over the St. Croix River in her Minnesota district is wasteful.

Critics complain that the proposed bridge is too expensive and dries up money for other transportation projects. It has also been compared to the infamous proposed ?bridge to nowhere? in Alaska, where federal dollars were sought to build a bridge to an island where only a few dozen people lived.

The proposed St. Croix River Bridge would connect the Minnesota city of Stillwater, where just 20,000 people live, to an unincorporated town across the river in Wisconsin. What?s striking about Bachmann?s support for it, government waste watchdogs say, is her reputation as a relentless critic of wasteful government spending.

?This is the height of hypocrisy,? David Williams, the president of the Taxpayers Protection Alliance, told The Daily Caller. ?As a self-acclaimed fiscally conservative member of Congress you can?t pick and choose which projects are questionable and which are not just because a project happens to be in your district. Being a budget hawk also means that you have to scrutinize projects that are in your district or state.?

But Becky Rogness, a spokeswoman for Bachmann?s congressional office, said safety issues are at play and this ?should have been built years ago.?

?The current Stillwater Lift Bridge is 80 years old,? Rogness told TheDC. ?It?s sufficiency rating is worse than the rating of the Minneapolis bridge that collapsed in 2007. And it?s carrying thousands of more cars a day than it was designed to do.?

Legislation moving the project forward passed the Senate Energy and Natural Resources Committee on Thursday. It now goes before both the full House and Senate. Because the bridge goes through the federally-protected St. Croix River valley, the legislation grants an exemption from the Wild and Scenic Rivers Act. ?The crossing project that H.R. 850 facilitates was ready to begin years ago, but lawsuits by radical environmental groups have stopped it,? Rogness said. ?Those unnecessary delays have caused the cost to rise from $80 million dollars in 1992 to its current price tag. Standing in the way of starting this project is not going to do taxpayers any good. In addition, both states are ready to fund this project.?

Bachmann has found an unlikely partner in Minnesota Democratic Sen. Amy Klobuchar, who is sponsoring companion legislation in the Senate. But one critic, Minnesota Democratic Rep. Betty McCollum, worries that spending this money on just one bridge isn?t ideal when there are plenty of other bridges that need attention in the state.

?We can put people to work right now fixing, repairing, replacing a part of the over 1,000 bridges across Minnesota that are structurally deficient,? McCollum told the Star Tribune. ?The Stillwater bridge is not the only bridge in that category.?

LOS ANGELES ? "America's Got Talent" contestants may be facing an unlikely new judge: shock jock Howard Stern.

Stern was in negotiations to replace the departing Piers Morgan on NBC's talent show, a person close to the situation said Friday. The person lacked authority to discuss the talks while they were in progress and spoke on condition of anonymity.

Stern, whose show airs on subscription service Sirius XM Radio, is a regular viewer of "America's Got Talent," the person said.

An email seeking comment from Stern's agent in New York was not immediately returned.

It seems an offbeat match to pair the racy, freewheeling Stern with a network show that draws family audiences and features such contestants as angelic-sounding child singer Jackie Evancho. The show has been a summer hit for NBC with as many as 14 million weekly viewers.

In an interview with Stern on Monday, film director Brett Ratner discussed his sexual exploits in graphic language. Ratner stepped down on Tuesday as producer of next year's Academy Award ceremony after apologizing for using a gay slur at a screening of his new film "Tower Heist."

Stern, speaking on his show Wednesday, said he's uncomfortable with the slur but doesn't think Ratner was gay-bashing. Stern also accused the entertainment industry of hypocrisy, citing as one example the support some in Hollywood have given director Roman Polanski in his decades-old sex crimes case.

Morgan, a British journalist and TV personality, announced this week that he's leaving "America's Got Talent" to ease his schedule and focus on his CNN talk show, "Piers Morgan Tonight," and the upcoming presidential election year.

NBC isn't facing time pressure in replacing Morgan. Although "America's Got Talent" producers are already scouting new contestants for next season, the judges aren't part of filming until about February.

Stern's talks with "America's Got Talent" were first reported by The Wall Street Journal, which cited unidentified people familiar with the situation and said Stern would get about $15 million a year to join judges Howie Mandel and Sharon Osbourne.

NBC is mulling the possibility of moving the talent show to New York to accommodate Stern, who is based in the city.

US soldier gets life sentence in Afghan killings (AP)

JOINT BASE LEWIS-McCHORD, Wash. ? A military jury sentenced an Afghan war veteran to life in prison after the Army staff sergeant was convicted of murder, conspiracy and other charges in the deaths of civilians, in one of the most gruesome cases to emerge from the conflict.

Staff Sgt. Calvin Gibbs, of Billings, Mont., was accused of exhorting his bored underlings to slaughter three Afghan civilians for sport.

The jury for the court martial at Joint Base Lewis-McChord south of Seattle sentenced Gibbs Thursday to life in prison, but he will be eligible for parole in less than nine years.

The 26-year-old soldier was the highest ranking of five soldiers charged in the deaths of the unarmed men during patrols in Kandahar province early last year.

At his seven-day court martial, he acknowledged cutting fingers off corpses and yanking out a victim's tooth to keep as war trophies, "like keeping the antlers off a deer you'd shoot." But he insisted he wasn't involved in the first or third killings, and in the second he merely returned fire.

Prosecutors said Gibbs and his co-defendants knew the victims posed no danger but dropped weapons by their dead bodies to make them appear to have been combatants.

Three of the co-defendants pleaded guilty, and two of them testified against him, portraying him as an imposing, bloodthirsty leader who in one instance played with a victim's corpse and moved the mouth like a puppet. Gibbs' lawyer insisted they conspired to blame him for what they had done and told the five jurors the case represented "the ultimate betrayal of an infantryman."

The jury deliberated for about four hours before convicting him on all charges. The sentencing hearing began immediately after the verdict was announced, with a prosecutor, Maj. Andre LeBlanc, asking for the maximum, life without parole. He told jurors that Gibbs was supposed to protect the Afghan people but instead caused many to lose trust in Americans, hurting the mission. LeBlanc noted that Gibbs repeatedly called the Afghans "savages."

"Ladies and gentlemen, there is the savage ? Staff Sgt. Gibbs is the savage," he said.

Gibbs' lawyer, Phil Stackhouse, asked for leniency ? life with parole, instead of without it ? and noted that Gibbs could be eligible for parole if they allowed it.

"He'd like you to know he has had failures in his life and he's had a lot of time to think about them," Stackhouse said. "He wants you to know he's not the same person he was in Afghanistan. He doesn't want his wife to have to raise their son on her own."

The investigation into the 5th Stryker Brigade unit exposed widespread misconduct ? a platoon that was "out of control," in the words of a prosecutor, Maj. Robert Stelle. The wrongdoing included hash-smoking, the collection of illicit weapons, the mutilation and photography of Afghan remains, and the gang-beating of a soldier who reported the drug use.

In all, 12 soldiers were charged; all but two have now been convicted.

The probe also raised questions about the brigade's permissive leadership culture and the Army's mechanisms for reporting misconduct.

After the first killing, one soldier, then-Spc. Adam Winfield, alerted his parents and told them more killings were planned, but his father's call to a sergeant at Lewis-McChord relaying the warning went unheeded. Winfield later pleaded guilty to involuntary manslaughter in the last killing, saying he took part because he believed Gibbs would kill him if he didn't.

The case against Gibbs relied heavily on testimony from former Spc. Jeremy Morlock, of Wasilla, Alaska, who is serving 24 years after admitting his involvement in all three killings.

According to Morlock, Gibbs gave him an "off-the-books" grenade that Morlock and Pfc. Andrew Holmes, of Boise, Idaho, used in the first killing ? a teenager in a field ? in January 2010.

The next month, Morlock said, Gibbs killed the second victim with Spc. Michael Wagnon, of Las Vegas, and tossed an AK-47 at the man's feet to make him appear to have been an enemy fighter. Morlock and Winfield said that during the third killing, in May, Gibbs threw a grenade at the victim as he ordered them to shoot.

Morlock and others told investigators that soon after Gibbs joined the unit in 2010, he began talking about how easy it would be to kill civilians, and discussed scenarios where they might carry out such murders.

Asked why soldiers might have agreed to go along with it, Morlock testified that the brigade had trained for deployment to Iraq before having their orders shifted at the last minute to Afghanistan.

The infantrymen wanted action and firefights, he testified, but instead they found themselves carrying out a more humanitarian counter-insurgency strategy that involved meetings and handshaking.

Another soldier, Staff Sgt. Robert Stevens, who at the time was a close friend of Gibbs, told investigators that in March 2010, he and others followed orders from Gibbs to fire on two unarmed farmers in a field; no one was injured. Gibbs claimed one was carrying a rocket-propelled grenade launcher, but that was obviously false, Stevens said.

Stevens also testified that Gibbs bragged to him about the second killing, admitting he planted an AK-47 on the victim's body because he suspected the man of involvement with the Taliban, according to a report on the testimony in The News Tribune newspaper of Tacoma.

But during the trial, Gibbs insisted he came under fire.

"I was engaged by an enemy combatant," he said. "Luckily his weapon appeared to malfunction and I didn't die."

Gibbs testified that he wasn't proud about having removed fingers from the bodies of the victims, but said he tried to disassociate the corpses from the humans they had been as a means of coming to terms with the things soldiers are asked to do in battle.

The muscular 6-foot-4 staff sergeant also testified that he did it because other soldiers wanted the trophies, and he agreed in part because he didn't want his subordinates to think he was a wimp.

Gibbs initially faced 16 charges, but one was dropped during the trial.

Italy struggles to placate markets as crisis mounts (Reuters)

ROME (Reuters) ? Italian politicians were scrambling to find a replacement for departing prime minister Silvio Berlusconi and head off the risk that the country could become the next and biggest euro zone casualty.

President Giorgio Napolitano had tried in vain to calm markets Wednesday after Italy's borrowing costs reached levels that could close its access to market funding, a development which would threaten the future of the euro zone.

Napolitano gave assurances that the controversial Berlusconi would honor his pledge to step down after parliament approved reforms geared to placate markets. He would then waste no time in either appointing a new government or calling new elections, he said.

It may already be too late to turn the markets around as the borrowing costs of the euro zone's third biggest economy have risen for days to run past levels which forced Ireland and Greece to seek bailouts.

"What matters most to investors is not who replaces Berlusconi or the next government's commitment to reforms, but whether euro zone policy-makers will finally put in place a credible and durable backstop to Italian debt," said Nicholas Spriro, head of debt consultancy Spiro Sovereign Strategy.

Napolitano appointed former European Commissioner Mario Monti as a senator for life, a move which many Italian commentators interpreted as a sign he would ask Monti to try to form a government of technocrats as soon as Berlusconi goes.

Italy's main business and banking associations called for a "government of national unity, with broad, cross-party support."

Monti, a respected economist, has long been cited as the most likely leader of this kind of unelected executive, which has been tried with success in Italy in the past and would aim to pass the vital, market-friendly reforms.

Lower House Speaker Gianfranco Fini said that parliament would pass the reforms by Sunday aimed at boosting growth and shoring up public finances in a so-called "maxi amendment" to the 2012 budget currently before parliament.

Those reforms, which Berlusconi promised to Italy's increasingly worried partners last month, will be the government's last piece of business before the prime minister tenders his resignation.

The secretary of Berlusconi's People of Freedom party, Angelino Alfano, said on television Wednesday night that Berlusconi would resign "between Saturday and Monday."

Despite being the subject of intense political haggling for weeks, the details of the maxi-amendment remain sketchy.

Economy Minister Giulio Tremonti denied Wednesday that the package would include steps to ease firing restrictions, a move which would be welcomed by markets but would be fiercely contested by trade unions and the leftist opposition.

Measures that will feature will aim to open up the professions, reduce bureaucracy and sell off public real estate, government officials have said.

The European Commission has called on Italy to adopt more steps to ensure that its promise to balanced its budget by 2013 will be achieved.

Experts Debate Tylenol's Safety for Asthmatic Kids (HealthDay)

MONDAY, Nov. 7 (HealthDay News) -- Taken in the proper dose, acetaminophen has long been considered one of the safest over-the-counter medications. It's approved for use in children, and many obstetricians are even OK with its use during pregnancy.

But an Ohio pediatrician thinks it's time to rein in use of acetaminophen -- more popularly known as Tylenol -- particularly in people with asthma.

"The fundamental issue is that there's an epidemiological problem associated with acetaminophen and asthma," explained Dr. John McBride, vice chair of the department of pediatrics and director of the Robert T. Stone Respiratory Center at Akron Children's Hospital.

"Is that because acetaminophen contributes to asthma, or is it just because people with asthma tend to take acetaminophen?" he said.

Until a large-scale study definitively answers that question, McBride said, "I think we owe it to our patients and their parents to make it clear that maybe acetaminophen is bad. And, if there are alternatives, people might want to use those alternatives until they know acetaminophen is safe."

McBride reviewed the available evidence linking the pain reliever/fever reducer and asthma for an article published in the December issue of Pediatrics.

One source was the International Study of Allergy and Asthma in Childhood, which included more than half a million children at 122 centers in 54 countries. About 200,000 kids were 6 to 7 years old, and 320,000 were between 13 and 14 years old.

Almost one in three of the older children reported taking acetaminophen at least once a month.

In children who took acetaminophen more than once a year, but less than once a month, the researcher found the risk of current asthma was 61 percent higher in the 6 to 7 year olds. For these young children who took acetaminophen more than once a month, the risk of having asthma was more than tripled.

The older children fared slightly better with an increased risk of 43 percent in those who took the drug more than once a year, but less than once a month. For those who took acetaminophen more than once a month, the risk of having asthma increased by 2.5 times, according to the report.

McBride calculated that if acetaminophen exposure was eliminated in that teen group, the rate of severe asthma symptoms would decline by 43 percent.

He also reviewed a meta-analysis of six studies involving almost 90,000 adults in total. Weekly use of acetaminophen was linked to a 1.74 times higher risk of asthma in adults, McBride found.

In addition, the researcher looked at two prospective studies done on acetaminophen and asthma in the early 1990s. These studies, which followed a group of individuals for a period of time, also found a strong link between asthma and acetaminophen.

McBride said the evidence is stronger that acetaminophen exacerbates current asthma, but that there's also evidence that it may be a cause of asthma, too.

How this occurs remains subject to debate, but some researchers believe acetaminophen increases airway inflammation in people with asthma or a predisposition to the breathing disorder, he said.

Dr. Len Horovitz, an internist and pulmonary specialist at Lenox Hill Hospital in New York City, said, "This information suggests that we have to be cautious about acetaminophen in children with asthma or a family history of asthma. The alternative is ibuprofen, which a lot of parents seem to prefer anyway."

"I do think further research is needed," Horovitz added.

He cautioned that a small group of people with asthma are sensitive to aspirin, and said there are some others who have nasal polyps who shouldn't take ibuprofen (Advil, Motrin).

Not everyone is convinced that the association seen in the new study leads to cause and effect.

"Asthma is such a complex disease, and people all over the world are trying to figure out what causes it," said Dr. Jennifer Appleyard, chief of allergy and immunology at St. John Hospital and Medical Center in Detroit. She said that the asthma likely has a number of causes, not just one.

"I don't feel strongly swayed enough to tell my patients they shouldn't take acetaminophen. In anyone with a fever, it's good to minimize the amount of medications and give them just when they're needed." But, she said, an untreated fever can also be dangerous, and parents want to make their children comfortable when they're sick.

But until there's good evidence that acetaminophen is safe, McBride is telling his patients to avoid it.

If his own wife were pregnant, he said he'd suggest that she avoid taking acetaminophen, too. "It's not because I think it's very likely that it's a problem in pregnancy, but in the absence of evidence, why take it?" said McBride.
