(AP) ? A gunman killed four people in Seattle on Wednesday ? three at a cafe and another in a carjacking ? before he apparently shot himself as officers closed in following a citywide manhunt, authorities said.

He was listed in critical condition at a local hospital.

Police searching for the suspect in the first shooting near the University of Washington also had to respond to another fatal attack near the city's downtown. They say a man killed a woman in an apparent carjacking and fled in a black SUV. Authorities later said they believe one man was responsible for both attacks.

"At this time, we feel pretty confident that we have the suspect," said Assistant Seattle Police Chief Nick Metz.

The latest spasm of deadly gun violence to hit the city worried Seattle's leaders and prompted police to consider increasing patrols in high-crime areas. The three deaths bring the number of homicides so far this year to 19, compared with 21 in all of last year.

Police said residents could expect a heightened police presence in the city for the time being.

Gunfire erupted late Wednesday morning at Cafe Racer, a restaurant and music venue north of the University of Washington. The gunman was described as a man in his 30s wearing dark clothes. Police have not released a suspect's name.

Police released two photos from inside the cafe, apparently taken from a security camera. One shows a man walking into the establishment, with a woman nearby reading a book. Another photo shows stools overturned, and the man standing and holding what appears to be a handgun.

Two men died at the scene. A woman from the cafe died at a hospital.

Evan Hill, who lives above the building where the shooting happened, said the cafe was an artists' collective and performance space.

"It's the strangest place to think of a shooting," said Hill, who heard four to five shots. He said he ran to his balcony and called 911, but didn't see a suspect.

On a street corner across from the cafe, friends of the victims gathered by the ivy-covered wall of an apartment building. Some collapsed in grief. The cafe's owner hugged them and commiserated.

Units of police officers marched by with rifles and shotguns, knocking on doors and checking driveways and yards in the neighborhood of single-family, bungalow-style homes, restaurants and businesses.

Assistant Police Chief Jim Pugel said late Wednesday afternoon that a plain-clothes detective spotted the cafe suspect in the southwestern part of the city and called for unformed officers and a SWAT team. As those officers arrived, the man put a gun to his head and pulled the trigger, Pugel said.

During the manhunt, Roosevelt High School, Eckstein Middle School and Greenlake Elementary were locked down, according to the school district.

In the second shooting, the SUV that the gunman used to flee was found abandoned later. The suspect shot himself not far from where the SUV was found, authorities said.

In the last month, there have been two random killings in the city.

Last week, a man died when a stray bullet struck him as he and his family drove down a Seattle street. In late April, a woman died of injuries suffered in an apparently random drive-by shooting near downtown.

No arrests have been made in either of those fatalities.

On Saturday, a bystander was wounded near the iconic Space Needle when he was struck by a bullet allegedly fired by a gang member involved in a dispute with another man, authorities said.

Later that night, about 60 shots were fired in drive-by shootings at four houses. No one was hit.

Besides the plan to increase the number of officers on patrol in high-crime areas, police are urging people with information about shootings to come forward.

At a news conference, Mayor Mike McGinn said the spate of violence had "shaken" the city.

"It's going to take our political leaders, coming together, to give our police officers the support and tools they need to do their jobs," McGinn said.

City Councilman Bruce Harrell said leaders needed to consider everything - from changing laws to addressing the culture of violence.

"If we are to be honest, there's no easy fix," he said.

Former manager says Clemens adapted late in career

(AP) ? Roger Clemens lost something off his fastball in his 40s but still succeeded by pitching smarter, his former manager testified Thursday.

"He continued to have great success, but for different reasons," said defense witness Phil Garner, who managed Clemens with the Houston Astros from 2004-2006. "He didn't just overpower teams; he outsmarted teams ... He wasn't as domineering as he was earlier."

Clemens is on trial for allegedly lying to Congress in 2008 when he denied using steroids or human growth hormone. Defense lawyers are trying to demonstrate that Clemens used smarts and hard work ? not performance-enhancing drugs ? to post exceptional numbers at an age when most players are retired.

In Clemens' first year with Houston, in 2004, he won his seventh Cy Young Award and posted an excellent 2.98 earned run average, nearly a full run better than the previous season, though most pitchers making that switch from the American to National league improve their ERAs by some fraction of a run. In his second year with Houston, when Clemens turned 43, his ERA dropped even further, to an extraordinarily good 1.87.

Garner said that one way Clemens got smarter was by pitching around really good hitters, then going after weaker ones. Garner said the pitcher's speed dropped from 95-97 mph in his early 30s to 90-92 mph.

"There's no question he had aged," said Garner, who sometimes referred to the pitcher by his nickname, Rocket.

Supporting the defense contention that Clemens succeeded through hard work, Garner recalled seeing the pitcher at the ballpark in spring training at 7:30 a.m. Clemens worked out in a flak jacket with 60 pounds of weights, then went for a run, Garner said.

A couple of times, Garner shouted as he imitated Clemens' competitive outbursts.

"What is going on?!" Garner recalled Clemens yelling at himself as he paced back and forth at the end of the dugout. "Are you going to pitch tonight or are you not going to pitch tonight?! Are you going to get anybody out tonight?!"

On Wednesday, two catchers who were teammates of Clemens said he played with integrity and refused to cut corners, the opposite of the image painted by prosecutors of a man who cheated to gain an edge and then lied about it to Congress.

"I don't think he'd cheat," said former journeyman catcher Charlie O'Brien, who caught Clemens' games for much of the 1997 season with the Toronto Blue Jays. O'Brien portrayed Clemens as such a stickler that he'd refuse to throw scuffed baseballs because he considered it cheating.

The other backstop was Darrin Fletcher, Clemens' catcher with the Jays in 1998. When Hardin said good afternoon, Fletcher replied, "How we doing?" and frequently called the lawyer by his first name.

He said Clemens was a "big strong man" who set the standard for work ethic.

"Did Roger Clemens ever cut corners?" Hardin asked.

"Cut corners?" he replied with a taken-aback look and a smile. "No."

He gave up some of Clemens' trade secrets as a pitcher. Clemens, for example, would purse his lips on the mound to ask for curveballs.

"You're not making a comeback any time are you, Roger?" Fletcher said. "I'm not giving anything away, am I?" Clemens laughed.

Fletcher said it was important to make sure that batters didn't steal signs, because "the whole integrity of the game is ruined if the hitter knows what's coming."

He also testified that he didn't see Clemens at a pool party at teammate Jose Canseco's house in Florida in June of that season, but Fletcher also said he left the party around 1:30 p.m. A government witness recalled seeing Clemens at the party later in the day. One of the charges against Clemens is that he lied when he told Congress that he wasn't at the party at all.

Fletcher drew more laughter when he said it would have left an impression if he had seen Clemens.

"I've always wanted to see Roger in a bathing suit," he said, and Clemens chuckled again.

Clemens joined the Blue Jays at the age of 34 as a free agent after the Boston Red Sox did not re-sign him following the 1996 season. Boston's then-general manager, Dan Duquette, said at the time that Clemens was in the twilight of his career, but Clemens won the Cy Young Award the two next seasons for the Blue Jays.

In that second season in Toronto, Clemens met strength coach Brian McNamee, who says he injected the pitcher with steroids and HGH and testified that he had the impression the Clemens had used steroids previously. The government used its cross-examination of witnesses Wednesday to reinforce its claim that Clemens turned to performance-enhancing drugs to help his aging body recover more quickly during the physically demanding major league seasons.

The defense says it will call McNamee's estranged wife, Eileen, to testify, but her lawyer said Thursday that he wanted to make sure that her previously granted immunity remains intact. That's because McNamee, during his testimony, may have implicated her in a number of areas, such as possible mail fraud. The government had at one point planned to call her as a witness, but decided not to for tactical reasons. Clemens' lawyers want her testimony to help them try to discredit McNamee's credibility. At U.S. District Judge Reggie Walton's urging, Eileen McNamee's lawyer will meet with government prosecutors Friday to discuss the immunity issue.

Is Marriage still relevant? ? Qui Entertainment Magazine

Photo Flipbook Slideshow Maker

Asking such a question will yield you varied results depending on who you ask. ?He said, She said? - Going to the chapel is a huge life decision.

So it?s almost June and a lot of us can be fairly certain that at some time during the 30-day period, we?ll be dressed to the nines, craning our necks during Wagner?s Bridal Chorus,? enjoying an open bar and doing the Electric Slide. Still, marriage rates have been declining for a decade. EBONY asked men and women across the country if they institution is becoming obsolete or whether it?s as valuable as ever.

Does marriage still matter today?

HE SAID?
The institution of marriage has not changed; however, people?s mindset has drastically changed. or example reality stars including Kim Kardashian and her 72-day marriage, Snooki becoming pregnant without being married and the women on the popular Housewives shows have influenced the young generation. It is not surprising that people would not see the significance of marriage.
?Roland, 45 Los Angeles

A good marriage allows a man to productively focus his sexual energy on one woman. That way, he can concentrate his other creative energies to be successful in his career or business. I personally believe that the lack of a healthy and enduring marriage is one reason that so many Black males are not on par with other males (White, Asian or Latino) in terms of career, business or financial achievement.
?Tony, 48, Dallas

I?m married with kids, but I think that if not obsolete, marriage has become less important for African-American men. Our women aren?t demanding more. They are settling for part-time or temporary relationships that end in emotional discord. Most men will take the path of least resistance, especially if there are no demands placed on them by the women they date.
?Ivan, 50, Atlanta

I have tried to [be a] role model for a marriage that is a lot of fun and that s a desirable activity. Many men don?t advocate the positives of being married. Like they say, ?The squeaky wheel gets greased,? and I think more of us happily married men need to get SQUEAKY.
?B.J., 35, Washington, D.C.

I plan on getting married and enjoying all of the personal, professional, social and financial benefits of my relationship with my future wife and our children, but not until I further secure my financial stability for the long term.
?Rodric, 31, Scottsdale, Ariz.

and then

SHE SAID?
The actual deed of getting married shows how serious we are about our promise to one another. The commitment only begins to look less valuable when people enter into it like a dating relationship. If we?re only making this commitment until one of us gets mad, why bother?
?Camesha, 35, Los Angeles

Marriage is becoming less valuable because people do not want to make long-term commitments anymore. Spending the next 50 or 70 years of your life with one person is going to take commitment and work, and some people are not willing to work at it. Couples have to invest time in each other, going on retreats, for example. Most of all, they have to work at forgiveness, trust, being accountable and overlooking the faults of their spouse. Before a couple seals the marriage covenant with ?I do,? they have to decide in their hearts and minds that divorce will not be an option.
?Darla, 47, Radcliff, KY

I?m not sure if I want to get married. Nowadays, I want a committed relationship with someone who loves and respects me and has his own home, where he can sleep two or three times a week. The goal isn?t for me to be married; it?s for me to be loved and to love someone. If the relationship leads to marriage, then fine. If it doesn?t, that is okay as well.
?Shannon, 43, Washington, D.C.

I am married to my wonderful husband of 10 years, and neither of us would have it any other way.
?Tamira, 35, Orlando, FL

I have come to believe that most people want to be married, but no one wants to be miserable. Therefore, I strongly believe that relationship readiness skills need to be a core part of social curricula in school, church, and most certainly in the family. I?m a single christian woman who strongly believes in marriage. I look forward to making a connection that leads to a life commitment.

Critical views of California?s carbon offsets from the USA and Mexico

Critical views of California's carbon offsets from the USA and Mexico

Two views of California?s new cap and trade programme, both looking at problematic forestry offsets. The first looks into carbon offsets from forestry operations in California. The second looks at the impact of REDD-type projects in Chiapas, Mexico.

Last week, NBC Bay Area broadcast a short investigation into the risks of using California?s forest operations to generate carbon offsets by ?improving forestry management?. Bruce Castle, an activist with Ebbetts Pass Forest Watch tells NBC Bay Area, ?This is a bonus to them to be collecting millions of dollars for the carbon offsets that they were going to do anyway.?

Sierra Pacific Industries (SPI) has a carbon offset proposal that, if approved by the Air Resources Board, could see SPI earning millions of dollars for trees that were planted 15 to 20 years ago.

Brian Nowicki of the Center for Biological Diversity explains how the rules have been weakened to accommodate the timber industry:

?Under earlier versions of the California Carbon Offset programs forest clear cutting was not allowed to qualify as a reduction, as a carbon offset program? This most recent version (of the Cap and Trade law) that we are using now has as part of the carbon offset program a written cooperation with the timber industry in order to accommodate their current business practices and that explicitly includes forest clear cutting? ?By saying that business as usual forest practices should qualify and not putting in criteria that would improve forest management in California, or don?t forget other states, as well, because the program exists outside our borders is a tremendous missed opportunity.?

California?s carbon offsets can also be sourced from overseas, including from the forests of Chiapas in Mexico, under the Governors? Climate and Forests Taskforce, an agreement signed when Arnold Schwarzenegger was Governor of California. Global Justice Ecology Project has documented the impacts of REDD-type forest conservation on local communities in Chiapas since visiting the area in March 2011.

Sustainable Rural Cities

A couple of days ago, an article was published in La Jornada about a report by the Network for Peace Chiapas (the report can be viewed or downloaded below in Spanish) critical of two state programmes that are closely linked to the REDD-type activities in Chiapas: the Productive Reconversion of Agriculture (that aims to stop farmers growing subsistence crops like maize in favour of industrial products like rubber and oil palm), and the Sustainable Rural Cities Programme (that moves peasant farming communities into prefab housing settlements supposedly as a way to ?improve their economic conditions?). It?s difficult to imagine a more Orwellian title than ?Sustainable Rural Cities? to describe the rows of badly built, badly designed shacks that rural communities are being moved into.

The commodification of forests justifies displacing communities in Chiapas

By Hermann Bellinghausen, La Jornada, 20 May 2012

San Cristobal de las Casas, Chiapas., May 20. Among the main economic motives for displacing communities from their forest homes is the sale of carbon credits, say civil society groups belonging to the Network for Peace Chiapas (SIPAZ, Desmi, Frayba and others). At COP 16 (Conference of the Parties) in Canc?n in December 2010, Mexico entered the Reducing Emissions from Deforestation and Degradation (REDD Plus) program, whose basic idea is that countries that are willing and able to reduce carbon emissions from deforestation should be financially compensated.

In a 122-page report, critical of the Sustainable Rural Cities project and the environmental policy of the state of Chiapas, released this week, civil society groups recall that the state governor signed an agreement with his then-counterparts in California (Arnold Schwarzenegger), and in Acre, Brazil, (Arnobius Marques de Almeida), which initiated a market for buying and selling carbon credits as part of REDD Plus.

In 2009 the Action Program on Climate Change in Chiapas (PACCCH) was established with support from the British Embassy, Conservation International, conservation NGOs (?acting as intermediaries with the communities?) and academic institutions such as El Colegio de la Frontera Sur, which have worked with the National Forestry Commission to implement REDD Plus. There have been recent attempts by some of these groups to publicly distance themselves from the project, but these efforts have not been undertaken with sufficiently clarity.

The governor of Chiapas, the report notes, ?is convinced that taking part in ?payment for environmental services? is a project of life,? and he quotes the president: ?Your children and grandchildren will thank you because they will live, they will receive money for taking care of the environment, we are placing this bet for them, for the little ones, so you can be certain that your children will live in the future, will live from conserving the reserves, from tourism and from the production rubber or oil palm.?

The ?ecological? interests of these development plans involve the commodification of forests, for which the authorities deem it necessary that ?the communities within the reserves be relocated, or not use the land for farming, as they have agreed to do in El Triunfo, the reserve with which the Chiapas state government entered the market for carbon credits.? But the crown jewel in this market would be the Montes Azules Biosphere Reserve in the Lacandon jungle.

The report of the Network for Peace says: ?As is well known to Indigenous Peoples, corn, grown in Chiapas for thousands of years, has great nutritional and cultural importance.? Nevertheless, one of the government?s proposals for conserving biodiversity is for communities to stop planting corn. The president has said that corn ?does great harm to the planet, while the Reserve, which is the great wealth of its inhabitants, is being destroyed.?

REDD Plus promotes ?productive reconversion? to urge peasant farmers to stop producing their own food, like corn, and to cultivate products for fuel or building materials (such as rubber, and oil palm). The transnational sale of carbon being established in the forests of Chiapas also involves the displacement of communities to carry out another government project: the sustainable rural cities.

Gunman Kills Himself In Real Estate Office After Holding Hostages For

VALPARAISO, Ind. (AP) ? A gunman looking for someone he believed owed him money shot himself inside an Indiana real estate office several hours after releasing hostages Friday, and he died after being rushed to a hospital, police said.

Two loud bangs were heard Friday afternoon before SWAT team members rushed into the Prudential Executive Group Real Estate office in Valparaiso, where police said the gunman had holed up.

?He has some history here, but we believe he?s from out of state,? said Valparaiso Police Chief Michael Brickner, who declined to release the man?s name.

Prudential accountant Carolyn Biesen said she was in her office around 10 a.m. when she heard a commotion near the front desk and then a thud, which she was told was the gunman hitting the marketing manager and knocking her down.

She walked out of her office, saw a man who looked agitated and told him to leave.

?That?s when he pulled his gun out ? and pointed it in the air,? she told The Associated Press late Friday.

She slowly retreated back into her office, locked it, shoved a file cabinet in front of the door and called 911 and her husband. Curled up under her desk, she heard two gun shots, then a series of shots. She later heard officers yelling at the man to come out.

?It was scary. But I was thinking about my loved ones,? she said.

Police received a 911 call around the same time reporting that a man with a gun had entered the brokerage office. Sgt. Michael Grennes said there was a ?brief exchange of gunfire? when officers arrived.

Brickner said officers believe the gunman shot himself twice in the head before SWAT members entered the building. Police said the man was rushed to a hospital but died Friday evening.

Grennes said there were fewer than 10 people in the building when the incident began, and the last two hostages were released unharmed after 3 p.m.

No hostages reported being shot, though Grennes said one person who was struck in the head was treated and released from a hospital.

Another witness, Randy Baker, said he was in an adjacent parking lot shoveling asphalt when an officer wielding a pistol suddenly ran by and asked if he?d seen or heard anything about a gun. When Baker said he hadn?t, the officer approached the Prudential building.

Seconds later, the officer began firing at least half a dozen times in rapid succession, he said.

?It was like boom, boom, boom, boom,? Baker said.

After jumping behind his B&G Seal Coating truck when the firing began, Baker peeked slowly around and saw a woman through a Prudential window ? cowering under an office desk.

?That?s what really scared me,? Baker said. ?And I ran out of there fast.?

SWAT team members broke windows in the building and stormed inside less than two hours after the last hostages were released.

Mack Elliott, an agent at the brokerage, wasn?t in the office at the time but said he spoke with agents who were there and believed the incident stemmed from a dispute over a real estate transaction.

Biesen, the accountant, said she didn?t believe the gunman intended to hurt her.

?If he wanted to, he could have come right into the office ? maybe shooting through the door,? she said Friday evening from her home, where she gathered with relatives, neighbors and friends.

She said she felt sorry for the gunman, noting that he could have decided to leave the office after all the hostages were released.

?It?s very sad,? she said.

Filing a crop insurance claim ? Arkansas Row Crops

By Harrison M. Pittman, Director-National Ag Law Center, on May 25th, 2012

Federal crop insurance is an important risk management tool for farmers throughout the United States, and an expanded federal crop insurance program may replace many of the traditional ?safety net? farm programs that are of great economic significance to agricultural producers in the southeastern U.S.

As such, federal crop insurance appears to have emerged as a mainstay of farm risk management and future farm policy for directly affecting agricultural producers. Once a loss occurs, farmers may have difficulty navigating the claims process, especially given some of the complexities associated with crop insurance policies.

The National Agricultural Law Center has published an article, Filing a Crop Insurance Claim: An Overview for Producers, that provides information on some of the legal and other issues a producer should consider in handling a loss claim under the federal crop insurance program. The article is authored by Grant Ballard, National Agricultural Law Research Center Research Consultant and associate with the Banks Law Firm, PLLC.
