Treasury says expects to hit debt limit before 2013

WASHINGTON (Reuters) - The Treasury said on Wednesday it was still on track to hit the debt limit near the end of the year though emergency tools would allow the department to continue borrowing funds to keep the government operating through early 2013.

As of Monday, the Treasury was $235 billion below the $16.4 trillion legal amount the government is allowed to borrow. The Treasury did not provide details on when the emergency tools would run their course, but analysts have forecast this to happen in the latter half of February.

This gives the Obama administration some breathing room to broker a deal with Congress to find a solution to the so-called fiscal cliff or the $600 billion in tax increases and spending cuts that are due to kick in at the end of the year.

The committee of Wall Street firms that advises the Treasury on borrowing needs said the outlook for fiscal policy is dominating near-term economic prospects.

"A timely and orderly resolution of this uncertainty would contribute meaningfully to an improvement in the economic outlook," the committee said in its report to Treasury Secretary Timothy Geithner.

After next Tuesday's presidential and congressional elections, the administration and lawmakers will have less than two months to find a way to avoid the cliff.

The Treasury also announced a $72 billion quarterly funding of its 3-year, 10-year and 30-year debt securities, which will raise $8.9 billion in new cash. It also said it expects to keep its debt sales stable in coming months.

Earlier this week, the Treasury cut its borrowing estimates for the final quarter of the year due to higher revenues and less government spending.

The Treasury said it still had not made a decision on whether to allow investors to bid on securities that offer negative interest rates but said the department still planned on issuing floating-rate notes late next year.

Good reads: a 'hidden' nuclear crisis, how China sees the US, and 'Chilecon Valley'

This week's long-form good reads may change your perspective on which country is rolling out the welcome mat for foreign entrepreneurs, the 'end' of the Cuban Missile Crisis, and how China views the US.

The world thought that the Cuban missile crisis ended in October 1962 when the United States lifted its quarantine around Cuba and the Soviet Union withdrew its medium-range missiles. However, ?the secret crisis still simmered? through November, writes Svetlana Savranskaya in Foreign Policy?. Unknown to American intelligence, the Soviets had also delivered almost 100 tactical weapons including 80 nuclear front cruise missiles, 12 nuclear warheads for dual-use Luna short-range rockets, and 6 nuclear bombs for IL-28 bombers.

?Even with the pullout of the strategic missiles, the tacticals would stay, and Soviet documentation reveals the intention of training the Cubans to use them,? writes Ms. Savranskaya, a senior fellow at the National Security Archive.

Soviet Deputy Prime Minister Anastas Mikoyan was tasked with handling the delicate negotiations with Cuba and an angry Fidel Castro, who found out about the US-Soviet agreement on the radio. Savranskaya includes a transcript from the Nov. 22, 1962, meeting between Mr. Castro and Mr. Mikoyan in which Castro expresses his humiliation: ? ?What do you think we are? A zero on the left, a dirty rag. We tried to help the Soviet Union to get out of a difficult situation.?

?In desperation, Castro almost begged Mikoyan to leave the tactical warheads in Cuba, especially because the Americans were not aware of them...,? Savranskaya writes. ?But Mikoyan rejected Castro?s pleas and cited a (nonexistent) Soviet law proscribing the transfer of nuclear weapons to third countries.

Castro had a suggestion: ?So you have a law that prohibits transfer of tactical nuclear weapons to other countries? It?s a pity. And when are you going to repeal that law?? Mikoyan was non-committal: ?We will see. It is our right [to do so].??

Understanding China?s perspective

China?s economic, cultural, and security goals do not need to be at odds with those of the West. When US policymakers understand how Beijing policymakers perceive US words and actions, a more polite and positive relationship could result.

In their essay ?How China Sees America,? Foreign Affairs writers Andrew J. Nathan and Andrew Scobell examine the perspectives of Chinese analysts and political strategists in order to understand how China perceives US actions and promises. The US, according to Beijing, is omnipresent in both its internal and external affairs, bullying it on cultural issues, trade agreements, and security issues. Chinese analysts also see the US through the Marxist political thought, ?which posits that capitalist powers seek to exploit the rest of the world,? they write.

Obama backs gay marriage measures in 3 states

President Barack Obama on Thursday threw his support behind ballot measures in Maine, Maryland and Washington state that would legalize same-sex marriage.

Though the president first voiced his general approval for gay marriage in May, he had not previously offered specific endorsements of the three measures.

In each case, the endorsements were issued through the state branches of Obama's re-election campaign.

"While the president does not weigh in on every single ballot measure in every state, the president believes in treating everyone fairly and equally, with dignity and respect," said Paul Bell, the campaign's press secretary in Washington state.

"Washington's same-sex marriage law would treat all Washington couples equally, and that is why the president supports a vote to approve Referendum 74," Bell said.

In Maine, gay-rights supporters put the measure on this year's ballot in hopes of reversing the results of a 2009 referendum in which voters rejected a same-sex marriage law passed by the legislature.

In Maryland and Washington, gay-marriage laws were passed by lawmakers and signed by the governors earlier this year, but opponents collected enough signatures to hold referendums on whether the laws should be upheld or rejected.

Ed Murray, an openly gay state senator in Washington who has been fighting for years to legalize gay marriage, expressed gratitude to Obama.

"When I first began fighting in the legislature for marriage equality ... I would never have dared to dream that a president of the United States would one day step forward at this crucial moment, in the middle of his own close re-election campaign, to offer his support for our efforts," Murray said. "But that is exactly what President Obama has done, and it is an example of his courage and leadership."

Murray said his hope was to soon be able to wed his partner of 21 years, and he thanked Obama for "bringing that dream a little closer to reality."

Chip White of Preserve Marriage Washington, which opposes the gay-marriage law, said he was unsurprised by Obama's action.

"Until May of this year, the president's position was that marriage is the union of one man and one woman," White said. "No one called him a bigot or said he was unfair for holding that position. And Washingtonians who believe in the traditional definition of marriage as one man and one woman are not bigots."

If any of the measures are approved, it would be the first time that a state legalized same-sex marriage through a popular vote. Thus far, all 32 states voting on gay marriage have rebuffed it, while the six states that have legalized it did so through legislation or court orders.

In all three states voting on the issue on Nov. 6, the outcome is expected to be close, though the polls up to now have given an edge to gay-marriage supporters.

On the Wings of Books: Home Improvements (What I Did Last ...

Last weekend my brother came for a short visit and since he is boring doesn?t like to sight see at all (he?s been to VA many times) we tackled a couple of home improvement projects.

Our first project was painting the shutters and the trim. I picked out a color at the store that I thought was similar, but it turns out it was much more blue than the original color. Which turned out good because I like this color better anyway.

photo 2

Then we tackled the railing on the front porch. Before I moved in I had noticed that on the one side some of the railing wasn?t connected, and has part of the home agreement the previous owners had to fix that. What I didn?t realize at the time was that what they had done (before they put the house on the marked) was paint over all the mold on the railing, so that it looked nice.

image

This is the first picture I took of my house. I know it?s a far away picture, but everything looks normal here. Over time I began to notice that the railing was getting worse and worse. Painting doesn?t stop mold, it just covers it up. I don?t really have the knowledge (or strength) to do much about it, so I?ve just kind of left it. After discussing it with my brother we decided to just take it down, it?s only 3 steps so it doesn?t really need a railing anyway. All it took was one kick from my brother and the entire left side of the railing came down. That?s how rotted it was.

photo 4

Here is the final look. The blue really brightens up the outside and no more rotted railing!

Canon's upcoming 5D Mark III firmware update brings uncompressed HDMI output support, enhanced AF functionality

Canon's upcoming 5D Mark III firmware update brings uncompressed HDMI output support, enhanced AF functionality

Proud owners of that sleek and relatively powerful Mark III will be happy to know Canon has just announced a firmware update for its flagship 5D model. The Japanese camera maker is touting this upcoming release as one that will bring clean HDMI-out support to the EOS shooter, which should be great for folks who would like to monitor their recordings in real time. Additionally, Canon's improved the Mark III's AF functionalities yet again; this time out by enabling the unit's auto focus system to adequately adjust to the type of lens that it is paired with. Unfortunately, it looks like users will have to wait a little while to install the new firmware, as the company won't be making it available until April of next year -- at which point it can be grabbed from the soon-to-be bookmarked source link below.

Boeing raises 2012 guidance as deliveries pick up

Boeing said its net income this year will be bigger than it had expected as deliveries of commercial airplanes picks up.

Higher pension expenses hurt Boeing's third-quarter profit, but other measures for the big airplane maker and defense contractor were strong. Profits rose in both its commercial and defense units. And it reaffirmed plans to deliver 585 to 600 commercial planes this year.

Boeing shares jumped $2.17, or 3 percent, to $74.99 in premarket trading. Boeing is one of the 30 stocks in the Dow Jones industrial average, which fell 243 points on Tuesday.

For the quarter that ended Sept. 30, Boeing's net income fell 6 percent to $1.03 billion, from $1.1 billion a year ago. The profit of $1.35 per share would have been higher by 18 cents per share if not for increased pension expenses. During the same period last year, it earned $1.46 per share.

Analysts surveyed by FactSet were expecting earnings of $1.12 per share for the most recent quarter.

Revenue rose 13 percent to $20 billion as the pace of commercial airplane deliveries picked up. That matched analyst expectations.

Chicago-based Boeing Co. now expects to earn $4.80 to $4.95 per share this year, up from previous guidance of $4.40 to $4.60 per share. Analysts had been expecting $4.72 per share.

Boeing's commercial airplanes unit saw operating earnings rise 6 percent to $1.15 billion for the quarter. It delivered 149 planes during the most recent quarter, up from 127 a year ago. Boeing delivered its first 787 last year and has been speeding up deliveries in earnest. It is also speeding production of its profitable 777. Revenue from commercial planes jumped 28 percent to $12.19 billion in the most recent quarter.

Earnings in Boeing's defense, space, and security unit rose slightly to $827 million. Revenue fell 4 percent to $7.84 billion. Defense contractors in general have been struggling with tighter military spending, and the threat of more reductions to come, in both the U.S. and overseas.

'Mockingbird Lane': Lily Munster And Grandpa Arrive Home (VIDEO)

"Mockingbird Lane," Bryan Fuller's reimagining of "The Munsters," features your favorite scary family ... with a few Fuller-esque tweaks.

In the exclusive sneak peek above, Lily Munster (Portia de Rossi) and Grandpa (Eddie Izzard) arrive at their new home on Mockingbird Lane, but not by a typical means of transportation. Yes, Portia de Rossi can even make arriving in a crate look stylish.

"It's gorgeous, every frame is sumptuous," Fuller told TV Guide. "You get to have these really interesting actors coming in and taking their spins on these classic characters. I love the original 'Munsters' and didn't want to step on it in any way of putting people in Frankenstein makeup and Dracula makeup. So we went our own direction."

"The Munsters" reboot also stars Jerry O?Connell as Herman Munster, Mason Cook as Eddie and Charity Wakefield as Marilyn.

"Mockingbird Lane" is set to scare audiences on Friday, October 26, at 8 p.m. ET as a special Halloween movie. However, the pilot could still become a series. Here's how NBC describes the Halloween special:

Buying a house these days is a nightmare, so Herman and Lily are shocked that no one scooped up the rambling Victorian mansion at 1313 Mockingbird Lane that was the site of a series of grisly hobo murders. Settling into their new place, they?re quickly onto the mission at hand: to gently ease Eddie into the reality of his werewolf adolescence. But it?s not always so easy to accept that your child is a little ?different? from the rest of the kids. Meanwhile, Herman, who works as a funeral director, is suffering from a heart condition. Since he?s made up mostly of spare parts, he knew his makeshift heart would eventually give out. No worries though, because Grandpa, who is pretty good at procuring body parts, is on the case. All Herman cares about is finding a new heart with the same capacity to love Lily as much as he has for so many decades.

Goldman says "never seriously" looked at selling commodities business

(Reuters) - Goldman Sachs Group Inc said on Tuesday the bank's senior management had never "seriously" looked at spinning off all or part of its commodities business, as the bank faces tougher regulations that restrict its trading.

The Wall Street Journal reported on Tuesday that Goldman had held "preliminary internal discussions" in recent years about splitting off its commodities business. The newspaper cited people briefed on the discussions in its report.

"While we constantly evaluate all our businesses, senior management never seriously looked at spinning out all or part of our commodity business," Goldman Sachs spokeswoman Sophie Bullock said in an email.

The news comes as Morgan Stanley , Goldman's traditional rival in commodity markets on Wall Street, is weighing a possible sale of a majority stake in its commodities business to Qatar's sovereign wealth fund.

Wall Street banks, including Goldman, Morgan Stanley and JPMorgan , face tougher regulatory restrictions on proprietary trading under the Volcker rule contained in the Dodd-Frank Act.

Their ownership of physical commodity assets, like power plants, oil storage tanks and metals warehouses, are also in jeopardy after Goldman and Morgan Stanley converted to Bank Holding Companies at the peak of the financial crisis.

The Bank Holding Company Act allows banks to trade in physical commodity markets, but restricts their ownership of the underlying assets.

The Volcker rule limits banks to largely trading on behalf of their clients.

Scientists link deep wells to deadly Spain quake

Farmers drilling ever deeper wells over decades to water their crops likely contributed to a deadly earthquake in southern Spain last year, a new study suggests. The findings may add to concerns about the effects of new energy extraction and waste disposal technologies.

Nine people died and nearly 300 were injured when an unusually shallow magnitude-5.1 quake hit the town of Lorca on May 11, 2011. It was the country's worst quake in more than 50 years, causing millions of euros in damage to a region with an already fragile economy.

Using satellite images, scientists from Canada, Italy and Spain found the quake ruptured a fault running near a basin that had been weakened by 50 years of groundwater extraction in the area.

During this period, the water table dropped by 250 meters (274 yards) as farmers bored ever deeper wells to help produce the fruit, vegetables and meat that are exported from Lorca to the rest of Europe. In other words, the industry that propped up the local economy in southern Spain may have undermined the very ground on which Lorca is built.

The researchers noted that even without the strain caused by water extraction, a quake would likely have occurred at some point.

But the extra stress of pumping vast amounts of water from a nearby aquifer may have been enough to trigger a quake at that particular time and place, said lead researcher Pablo J. Gonzalez of the University of Western Ontario, Canada.

Miguel de las Doblas Lavigne, a geologist with Spain's National Natural Science Museum who has worked on the same theory but was not involved in the study, said the Lorca quake was in the cards.

"This has been going on for years in the Mediterranean areas, all very famous for their agriculture and plastic greenhouses. They are just sucking all the water out of the aquifers, drying them out," he told The Associated Press in a telephone interview. "From Lorca to (the regional capital of) Murcia you can find a very depleted water level."

De las Doblas said it was "no coincidence that all the aftershocks were located on the exact position of maximum depletion."

"The reason is clearly related to the farming, it's like a sponge you drain the water from; the weight of the rocks makes the terrain subside and any small variation near a very active fault like the Alhama de Murcia may be the straw that breaks the camel's back, which is what happened," he said.

He said excess water extraction was common in Spain.

"Everybody digs their own well, they don't care about anything," he said. "I think in Lorca you may find that some 80 percent of wells are illegal."

Lorca town hall environment chief Melchor Morales said the problem dates back to the 1960s when the region opted to step up its agriculture production and when underground water was considered private property. A 1986 law has reduced the amount of well pumping, he said.

Not everyone agreed with the conclusion of the study, which was published online Sunday in Nature Geoscience.

"There have been earthquakes of similar intensity and similar damage caused in the 17th, 18th and 19th centuries when there was no excess water extraction," said Jose Martinez Diez, a professor in geodynamics at Madrid's Complutense University who has also published a paper on the quake.

Still, it isn't the first time that earthquakes have been blamed on human activity, and scientists say the incident points to the need to investigate more closely how such quakes are triggered and how to prevent them.

The biggest man-made quakes are associated with the construction of large dams, which trap massive amounts of water that put heavy pressure on surrounding rock.

The 1967 Koynanagar earthquake in India, which killed more than 150 people, is one such case, said Marco Bohnhoff, a geologist at the German Research Centre for Geosciences in Potsdam who wasn't involved in the Lorca study.

Bohnhoff said smaller man-made quakes can also occur when liquid is pumped into the ground.

A pioneering geothermal power project in the Swiss city of Basel was abandoned in 2009 after it caused a series of earthquakes. Nobody was injured, but the tremors caused by injecting cold water into hot rocks to produce steam resulted in millions of Swiss francs damage to buildings.

Earlier this year, a report by the National Research Council in the United States found the controversial practice of hydraulic fracturing to extract natural gas was not a huge source of man-made earthquakes. However, the related practice of shooting large amounts of wastewater from "fracking" or other drilling activities into deep underground storage wells has been linked with some small earthquakes.

In an editorial accompanying the Lorca study, geologist Jean-Philippe Avouac of the California Institute of Technology said it was unclear whether human activity merely induces quakes that would have happened anyway at a later date. He noted that the strength of the quake appeared to have been greater than the stress caused by removing the groundwater.

"The earthquake therefore cannot have been caused entirely by water extraction," wrote Avouac. "Instead, it must have built up over several centuries."

Still, pumping out the water may have affected how the stress was released, and similar processes such as fracking or injecting carbon dioxide into the ground ? an idea that has been suggested to reduce the greenhouse effect ? could theoretically do the same, he said.

Once the process is fully understood, "we might dream of one day being able to tame natural faults with geo-engineering," Avouac said.

Jordans reported from Istanbul. Ciaran Giles in Madrid and AP Science Writer Alicia Chang in Los Angeles contributed to this report.

Internet Marketing Success ? How to Accomplish Mor | Dreams ...

When you are an Internet Marketer, one of the most important skills that you should learn is time management because in addition to doing more in less time, you will be able to come up with better online marketing strategies and plans for growing your online business. The real point, however, is: what exactly should you do to get as much from your time as possible? Exactly where does your focus need to be if you want to ensure that you can keep working in the right direction to make sure you finish things in time? This article will explore a few things that you can do to improve this particular skill.

Each Internet marketer has to deal with information overload at some point and this kind of information overload can lead to a loss in productivity and that is why it is important for you to take care of it early on. Start off by putting filters wherever you can, like in your email, your RSS reader and more. This will allow you to filter out anything that might prove to be time consuming and is of no use. Not just that but it is important that you only choose informational sources that will deliver the proper sorts of knowledge to you. When you subscribe to mailing lists that are mostly promotional and not value filled, unsubscribe to them. Set the kitchen time and then work against it; this can as much as double your speed and your productivity. There?s so much more you can achieve by simply applying this one tactic; when your mind races against time and pushes you to work quicker, you get more done in less time, which is obvious. For example, if you take twenty minutes to complete one five hundred word article, then put up a time for ten minutes and see if you can get it done. Of course, you need to make sure that the quality isn?t diminished as you work to get it done.

Working consistently is fantastic and offers real results but there is a difference between working constantly and working consistently. When you don?t do anything but work you?ll be busy and move your business forward but you?ll also burn out. If you would like to increase the level of your productivity, it?s important to take some time to rest once in a while. Go out for a dinner, workout on weekdays, spend time with your friends, etc. You might feel like you are wasting time this way but you are actually being really smart and ensuring that you get as much as possible from your time. All of the tips we?ve talked about in this article are easy to apply and can really change the way you see online business. After all, the growth of your web business depends on how you manage your time and your tasks to get the most out of them. The only thing that you need to keep in mind at all times is to ensure that you?re experimenting with new ideas to improve your productivity on a regular basis, so that you?re continuously improving your return on your time investment. wow leveling guide

Finding Ideas For Article Writing When You Are Out And About ...

Finding Ideas for Article Writing When You Are Out And About - Advice for Newbies

If you?re trying to generate ideas for article writing, it can be easy to think that this all has to be done by sitting and researching online. Although the internet is an enormous and wonderful resource for finding out information and stimulating new ideas, if you?re creating content on a regular basis it can also be useful to step away from your computer and in the course of your day take note of things around you that can stimulate ideas. Try and be flexible and allow your mind just to have fun and finding ideas for article writing will come from the most surprising places.

Other peoples conversations

I?m sure you?re thinking that you don?t make a habit of listening to other people?s conversations, but often it?s very difficult not to. People talking on their phones, in the street, on public transport. People holding conversations in doctor?s waiting rooms, dentists, hospital waiting rooms, hairdressers, in cafes and bars. You don?t need to listen to hear whole conversations, even small snippets can generate ideas. What are their fears, their worries, the problems they have and need solving?

Shop window displays

Look at what they are promoting and how they?re promoting it. What story are they telling? What need are they trying to fulfill? Your online business may be completely different, but that doesn?t mean there isn?t something that you can?t make a connection to and write about.

Flyers and posters

Sometimes it seems you can?t walk down a street without someone trying to press a flyer in your hand. As tempting as it may be to just put it in the nearest bin, take a quick look. Similarly instead of just walking on past advertising hoardings, see if there?s anything that stimulates your interest.

Public announcements

Yes even public announcements in train, bus, or coach stations or ones inside shops can be interesting. Quite often one hears poor examples of communication skills, customer service, time management, organisational skills or even funny announcements that can spark ideas and help you find ideas for article writing.

Hustle and bustle of life

Just in the course of a normal day you will be interacting with lots of different people. Some of these interactions whether they be positive or negative can be used to generate further ideas. Sometimes it may be conversations, it may be the manner of someone, it may be the way their dressed, it may be something that they?re doing. And of course ? although I?ve said about the hustle and bustle of life they are just as many times to gain ideas at quieter times such as a walk in the country, a jog along the beach...

Summary

When you?re out and about on an everyday basis you will come across many things which can help you in finding and generating ideas for article writing. The connections may not seem obvious, but be flexible. Oh and I never said earlier, but always have a way of jotting down any idea that comes into your head. There?s nothing worse than having a great idea and then not being able to remember it later.

lines and colors :: a blog about drawing, painting, illustration, comics ...

Cliff Childs
Cliff Childs is a concept artist and illustrator based in Los Angeles. He studied at the Otis College of Art and Design and is, I believe, currently working with Sony Computer Entertainment America.

Childs has an approach to concept environments that stresses atmosphere, both in the sense of atmospheric perspective and in terms of mood. Even in his renderings of daylight scenes, he plays with visual sensations of moisture laden air, giving his designs a palpable feeling of distance and temperature.

He also works his lighting in a theatrical manner, focusing attention with spotlighted effects, controlled passages of color and suggestions of texture.

In addition to his concept work, Childs has done illustrations for the Magic: The Gathering gaming card series.

I didn?t see any of the latter on his blog, but you will find a lot of his concept and personal work, including sketches from life in traditional media.

Childs?s work is on display as one of the artists represented in the Painting in Pixels: An Exhibition of Concept Art currently at the Riverside Art Museum (see my recent post).

Tony Weeks believes fight between Pacquiao and Mayweather will happen ? Boxing News

Finally, there is a ray of hope for Mayweather and Pacquiao fans. Amidst confusions and doubts regarding whether the super-bout between Filipino eight-division world champion Manny Pacquiao and American unbeaten fighter Floyd Mayweather, referee Tony Weeks? statement that the fight will happen, comes as a gesture of hope.

?Of course I want to see Pacquiao-Mayweather which is the fight everybody wants to see. It's like Ali-Frazier, Leonard-Hearns. You want to see those marquee match-ups where both fighters come in kind of even and you want to see who wins,? said Weeks, a widely respected referee.

According to Weeks, the showdown between Mayweather and Pacquiao would be ?great? for the sport itself.

When asked about Pacquiao?s biggest rival of all time Juan Manuel Marquez and his upcoming engagement with the Filipino once again, Weeks replied, ?All three fights were great. It?s a good match-up for Pacquiao and Marquez. Its one of those fights where you are just going to get that even-type action with both fighters going at it because they are world champions.?

Pacquiao is scheduled to face Marquez on December 8 at the MGM Grand in Las Vegas. It will be the fourth time both fighters will face each other. As history has it, Pacquiao has grabbed two wins over Marquez via unanimous and majority decision. Marquez stands with no wins as their first fight ended up in a draw.

Speculations of a fight between Pacquiao and Mayweather have been around for three years now. However, every time both of them get close to a deal, it falls off. Earlier this year, both fighters were in direct contact with each other in order to decide the terms of the match but nothing worked out.

Now, there is hope that the super-bout will happen next year in April, according to Top Rank?s Bob Arum. However, there is no update from Mayweather?s camp regarding the same, which makes the case weaker. If the fight does not happen next year, chances are it will never happen, as both fighters are already towards their age of retirement. Therefore, next year is the last one probably for both them to come to a conclusion to this epic rivalry.?

Town Hall Debate Songified: Gregory Brothers Auto-Tune The Second Presidential Debate (VIDEO)

As they did with the first and vice-presidential debates, the Gregory Brothers have songified Obama and Romney's latest skirmish. The town hall filled with undecided voters, as well as Candy's sweet key-tar work, make this the funkiest one yet.

Should we screen kids' brains and genes to spot future criminals ...

If you read judicial opinions in serious crime cases, which always seem to describe every gruesome and salacious detail, you will almost surely reach two conclusions. First, no ?normal? person could ever commit many of the horrific acts described in those cases. Second, everyone involved would be so much better off if we could have somehow anticipated and prevented those crimes from occurring in the first place.

The perpetrators themselves might be leading normal lives if their violent tendencies were identified and treated before they committed their crimes. Even more importantly, the innocent victims, as well as their loved ones, would of course greatly benefit from not having been murdered or assaulted.

The idea that we could prevent crime by identifying and treating minors predisposed to violent behavior has long been contemplated and debated. Leon Kass, who would later chair President Bush?s Bioethics Commission, wrote in Science in 1971 that while he served in the federal government in the 1960s a proposal was ?tendered and supported high in government? that called for the psychological testing of all 6-year-olds in the nation to detect ?future criminals and misfits.? The proposal was rejected because the then-available tests of future criminal behavior lacked sufficient predictive accuracy.

But in the future, asked Kass, ?will such a proposal be rejected if reliable tests become available??

We are now reaching a critical juncture where scientific developments in both genetics and neuroscience may soon be able to identify children with a greatly increased risk of engaging in future violent activity. In the genetics field, mutations in the MAOA gene, in combination with an abusive upbringing in the early years of life, substantially increase the risk of future antisocial and violent conduct. In the original study by Avshalom Caspi and colleagues, 85 percent of males who had the mutated form of the MAOA gene, combined with severe mistreatment in the early years of life, engaged in some form of antisocial behavior, whereas fewer than 20 percent of children with the normal MAOA allele and the same abusive environment engaged in such behavior. This type of study with the MAOA gene has been repeated many times now, with most of the follow-up studies replicating the original findings.

To date, the genetic risk associated with MAOA mutations has been used in the legal system primarily as mitigating evidence (with only limited success to date) to reduce the sentence of a criminal with the genetic predisposition. Obviously, in these cases, the crime has already been committed.

But perhaps we could look for that genetic marker before any crime is committed ? and there are other red flags we can look for as well. For instance, Adrian Raine of the University of Pennsylvania found that a brain abnormality (called cavum septum pellucidum) detected in the fetus was associated with subsequent antisocial behaviors. Another study found that poor fear conditioning (which is the anxiety most of us learn to feel when we do something antisocial) at age 3, indicative of amygdala dysfunction, predisposes individuals to crime at age 23. Yet another study used functional MRI to identify brain patterns correlated with increased impulsivity in incarcerated juveniles. This is just a small sampling of a growing body of experimental findings linking neurological traits with criminal propensity in children.

Such tests are never likely to be deterministic or completely accurate. They will identify only increased probabilities of violent behaviors, not certainties. But before we get much further down this road, we need to start thinking about whether and how we want to use this capability to identify at-risk children.

There are many obvious detriments and risks in trying to identify such children. First, the data we have are based primarily on group averages, and when applied to individuals, they will result in both false positives and false negatives. Second, there is a long history of eugenic and racist attempts to use biological characteristics to discriminate, creating understandable concerns about going down that road again. Third, tagging a child as a potential future criminal will have many kinds of detrimental psychological impacts for that child and those who interact with him. Fourth, there will undoubtedly be privacy and confidentiality concerns and breaches regarding individuals? test results.

Perhaps the most critical question is, what do we do with such children when we identify them?

Given the serious risks and consequences associated with trying to detect at-risk children through their genetics and/or neuroscience, it seems that such efforts would only make sense, if at all, if there were effective strategies to treat such children to prevent their violent futures. Happily, there are some early indications that this may be feasible.

For example, one study found that enriching the environment of at-risk children aged 3-5 years with better nutrition, more physical exercise and intellectual stimulation reduced criminal offenses at age 23 by 34 percent. A growing body of studies is showing that social, behavioral, nutritional or pharmaceutical interventions can reduce the antisocial or violent behavior of at-risk youths.

As potential treatments and other strategies are identified, however, we will need concerted research programs to test those ideas on children identified to be at risk for future violence. Such studies will have to be designed and implemented carefully to avoid or minimize stigmatization and privacy pitfalls.

Moreover, the children included in these studies shouldn?t be identified by mass screenings at school, but by aberrant behavior, followed by genetic or neurologic testing.

Critics of such biology-based preventive approaches emphasize that the environment also plays a critical role in ultimate behavior. But that is the point. By favorably altering the environment of biologically predisposed children, we may be able to avoid the horrific outcomes that would otherwise result.

Maingear F131 Gaming PC: The Kotaku Review

Maingear F131 Gaming PC: The Kotaku ReviewWhen boutique PC maker Maingear contacted me about sending out a loaner F131 system for review, I had no idea that I would soon be face-to-face with the most attractive machine ever to grace my computer desk.

Of course beauty is in the eye of the beholder?not everyone is as big a fan of the pink and yellow as I am?but there's no denying the technical proficiency that went into making the F131 case look this good. Maingear's painting process involves powerful technology, top-of-the-line materials and decades of experience, resulting in a unique luxury car quality finish (that doesn't have to be pink with a Kotaku logo on it).

The extravagance that goes into making the exterior of the F131 so striking isn't just a flashy gimmick to draw the eye; it's an extension of the philosophy that makes Maingear's machines some of the more powerful PC gaming machines on the market.

It's funny, because my introduction to Maingear several years ago was nowhere near as spectacular. I've been using one of the company's incredibly compact X-Cube systems for three years now, and though it has served me well I obviously haven't been too concerned about how it looks.

The F131, on the other hand, regularly receives wipe-downs with a soft cloth. I treat it like a luxury car because that's how Maingear painted it. Their painting team has more than 30 combined years of experience. They use a downdraft paint booth?the same sort used for vehicle work?which draws paint vapors through the floor to ensure an even coat with no settling. They use Glasurit paint, the same paint you'd find on a Porsche.

I know the outside of a gaming PC means little in the grand scheme of things, but just look at it.

Maingear F131 Gaming PC: The Kotaku Review

Okay, enough about the candy coating, let's break this baby open.

The beauty of the new Maingear F131 is far from skin deep. The vertical exhaust chassis employed by the unit is the model of efficiency and utility. Stripping the sides reveals a deft use of the minimal space available. The 2TB Seagate Barracuda drive and its 60GB Corsair caching SSD companion are strapped to one side like plastic explosives. A plug-and-play SATA drive bay accessed through the top of the system gave my 1TB external media drive a convenient place to hide while the system is in my possession.

The opposite side gives us a lovely view of the two PCI slots, a cramped fit for a pair of full-length 2GB NVIDIA GeForce GTX 660 Ti cards (I was trying out a GTX 690 when I took these shots). There's the Maingear Epic 120 Supercooler?my first experience with liquid cooling (I know, right?). It's keeping the Intel Core i7 3770K nice and frosty.

You'll also notice one of the common issues with a vertical exhaust chassis. Someone should have given his desk a good cleaning before hooking up the PC. Since air is drawn from the bottom of the unit and released through the top, any dust beneath the machine isn't beneath for very long. On the plus side the bit of my desk directly under the unit is pretty clean now?yeah, I'll dust more often.

A vertical exhaust chassis also means that all of the system's ports wind up on top of the system. Indentations on the back and sides of the case allow cables to pass through, while the whole affair is covered with a plastic grill. Considering how often I swap out computer accessories every day, I soon found myself setting the grill aside, reveling in the cables blossoming in graceful arcs from atop the chassis. Some people prefer neat and tidy; to me the more wires I see the further I move into the future.

Besides, who cares about a few dangling wires when the performance is this good? As configured this F131 is easily the most powerful PC I've had the pleasure of playing with. With a 3DMark 11 score of P13816 and FPS numbers so high I had to extend the charts I've been using since we started adding benchmarks to PC reviews.

Maingear F131 Gaming PC: The Kotaku Review

It'll be several years before this machine needs to drop down to 720P to make a game playable, but I'm a stickler for consistency.

Maingear F131 Gaming PC: The Kotaku Review

Looking at these numbers it might be time for me to procure a monitor that goes higher than 1080p, just to see how far I can push this baby.

And thus we come to the portion of any boutique gaming PC review that causes the comment section to fill with "I could build it cheaper". Protip?we all know you could build it cheaper.

The grand total for all this power and pretty is $2,569. That's a large chunk of change, but at the risk of sounding clich?d, you get what you pay for. This is a Super Stock model of the Maingear F131, a designation the company created for buyers that are more concerned with quality than cost. The non-Super Stock version of the F131 starts at $1049. The Super Stock kicks in at $1696. The price difference reflects standard watercooling, faster, lower latency memory, SSD caching for faster hard drive access, faster graphic card options, Redline overclocking and fancy chassis modification options. An F131 would be just fine without any of those things?with them it's just better.

Like the sports car it shares paint with, the Maingear Super Stock F131 is a machine crafted for consumers that aren't afraid to spend a premium on power and luxury. You probably don't need a system this robust; this gorgeous (pink and yellow for life!), but it would sure be nice to have one, wouldn't it?
